What are regulations on simplification of administrative procedures for committing to support capital for businesses investing in agriculture and rural areas in Vietnam?

Pursuant to Section II.1 of the Plan to Reduce and Simplify Regulations Related to Business Activities within the scope of the Ministry of Planning and Investment's Management issued together with Decision 1505/QĐ-TTg in 2022 stipulating simplification of administrative procedures for committing to support capital for businesses investing in agriculture and rural areas in Vietnam as follows:

Administrative Procedure 1: Committing to Support Capital for Businesses Investing in Agriculture and Rural Areas (2.000765)

a) Contents of simplification:

- Reduce the number of sets of documents that businesses must submit from 3 sets to 1 set.

- Add regulations on the method of submitting and returning results online to encourage businesses to register online.

- Specify the components of the dossier for each case of requesting support and the steps for processing business support requests.

Reasons:

- To unify the components of the dossier, the steps for processing business support requests in accordance with the contents of the Decree to replace Decree No. 57/2018/NĐ-CP.

-To reduce the number of sets of documents that businesses must submit to reduce the burden of printing costs for businesses.

b) Implementation proposals:

- Promulgate a Decree to replace Decree No. 57/2018/NĐ-CP dated April 17, 2018 of the Government on mechanisms and policies to encourage businesses to invest in agriculture and rural areas.

- Implementation schedule: 2022-2023.

Pursuant to Section II.2 of the Plan to Reduce and Simplify Regulations Related to Business Activities within the scope of the Ministry of Planning and Investment's Management issued together with Decision 1505/QĐ-TTg in 2022 stipulating simplification of administrative procedures for accepting the completion of investment items, tasks supported in the agricultural sector in Vietnam as follows:

Administrative Procedure 2: Acceptance of the Completion of Investment Items, Tasks Supported (2.000746)

a) Contents of simplification:

- Specify the components of the dossier and the number of dossiers to be submitted is 1 set; standardize the document requesting the acceptance of the project requesting support.

- Add regulations on the method of submitting and returning results online to encourage businesses to register online.

- Specify the steps for processing the acceptance of support for businesses.

Reasons: To unify the components of the dossier, the steps for processing the acceptance of support for businesses in accordance with the contents of the Decree to replace Decree No. 57/2018/NĐ-CP.

Pursuant to Section II.3 of the Plan to Reduce and Simplify Regulations Related to Business Activities within the scope of the Ministry of Planning and Investment's Management issued together with Decision 1505/QĐ-TTg in 2022 stipulating simplification of administrative procedures for disbursing the supporting capital for businesses investing in agriculture in Vietnam as follows:

Administrative Procedure 3: Disbursement of Supporting Capital for Businesses (1.001664)

a) Contents of simplification:

- Specify the components of the dossier and the number of dossiers to be submitted is 1 set.

- Add regulations on the method of submitting and returning results online to encourage businesses to register online.

- Specify the steps for processing the payment of supporting capital for businesses.

Reasons: To unify the components of the dossier, the steps for processing the disbursement of supporting capital for businesses in accordance with the contents of the Decree to replace Decree No. 57/2018/NĐ-CP.

b) Implementation proposals:

- Promulgate a Decree to replace Decree No. 57/2018/NĐ-CP dated April 17, 2018 of the Government on mechanisms and policies to encourage businesses to invest in agriculture and rural areas.

- Implementation schedule: 2022-2023.
