3. Professional and technical competence requirements
a) To have a thorough understanding of the Party's guidelines, the laws of the State, and the development orientations, strategies, and policies of the sector in the field of management and related professional and technical matters.
b) To be able to effectively lead and implement professional and technical activities in the field of fishery inspection.
c) To be able to effectively coordinate with relevant agencies in the field of fishery inspection.
d) To be able to effectively guide and supervise professional and technical activities in the field of fishery inspection.
dd) To have a thorough understanding of maritime security and defense related to the operation of vessels and crew members.
e) To have the ability to synthesize and summarize activities related to professional and technical matters to propose solutions to improve the efficiency of fishery inspection work.
g) To have the ability to independently conduct scientific research to serve the work of fishery inspection and inspection of specialized fishery.
h) To have experience in the field of administrative, public affairs about fishery inspection or in leadership and management activities.
i) To have basic skills in using information technology and to be able to use a foreign language or a minority language in accordance with the requirements of the position.

What are requirements for civil servants who wish to take the exam to upgrade to the position of Chief Fishery Inspectors in Vietnam?
According to Clause 5, Article 17 of Circular 08/2022/TT-BNNPTNT, the requirements for civil servants who wish to take the exam to upgrade to the position of Chief Fishery Inspector are as follows:
a) To have at least 9 years of experience in the position of Fishery Inspector and equivalent (excluding the probationary period). In the case of having equivalent time with the position of Fishery Inspector, the time in the position of Fishery Inspector must be at least 1 year (12 months) as of the deadline for submitting the application for the promotion exam.
b) During the time in the position of Fishery Inspector and equivalent, have participated in the development of at least 1 legal document or research topic, project, program, scientific research program from the grassroots level or higher that the agency using civil servants is assigned to lead research, construction, which has been issued or approved by the competent authority; or has successfully led at least 1 professional and technical activity to improve management efficiency confirmed by the head of the agency using civil servants.

According to Clause 3, Article 18 of Circular 08/2022/TT-BNNPTNT, the professional and technical competence requirements for the Fishery Inspectors in Vietnam are as follows:
a) To have a thorough understanding of the Party's guidelines, the laws of the State, and the development orientations, strategies, and policies of the sector in the field of management and related professional and technical matters.
b) To have a good understanding of the procedures for carrying out the work of patrolling, inspecting, controlling, investigating, inspecting, detecting, and handling violations of the law on exploitation and protection of fishery resources.
c) To be able to implement coordination with relevant agencies to effectively carry out the assigned tasks.
d) To have a thorough understanding of maritime security and defense related to the operation of vessels and crew members.
dd) To have the ability to communicate and interact when interacting with individuals and organizations in the process of carrying out the assigned tasks.
e) To be able to organize and coordinate to handle violations of the law on fishery resources in accordance with the legal procedures and procedures.
g) To have basic skills in using information technology and to be able to use a foreign language or a minority language for civil servants working in ethnic minority areas in accordance with the requirements of the position.
