Step 1: The citizen goes to the ID card management agency to request the issuance, renewal, or reissuance of the ID card and provides information including their surname, middle name, given name, personal identification number, and place of residence for the recipient to check and verify the information in the national population database.
The ID card management agency includes:
- The ID card management agency of the district, ward, town, city under provincial jurisdiction, or the ID card management agency of the province, centrally-run city under the central government's jurisdiction, where the citizen is residing.
- The ID card management agency of the Ministry of Public Security for cases determined by the head of the ID card management agency of the Ministry of Public Security.
In the case where the person requesting the issuance, renewal, or reissuance of the ID card is the legal representative of an individual under 14 years old:
The application for issuing, renewing, or reissuing the ID card must be accompanied by legal documents proving the person's legal representation of the individual under 14 years old.
Step 2: If the citizen's information in the national population database is missing or incorrect, the recipient adjusts the information before requesting the issuance, renewal, or reissuance of the ID card.
Step 3: If the citizen's information is accurate, the recipient extracts the information about the citizen from the national population database. After confirming that the information provided by the person requesting the issuance, renewal, or reissuance of the ID card is correct, the procedures for issuing the ID card are carried out according to the provisions in Article 23 of the 2023 ID Card Law.

Do individuals who renounce Vietnamese citizenship have their ID cards revoked?
According to Clause 1, Article 29 of the 2023 ID Card Law, the provisions regarding the revocation and retention of ID cards are as follows:
Revocation of ID cards:
1. ID cards shall be revoked in the following cases:
a) Citizens who have their Vietnamese citizenship revoked, renounce Vietnamese citizenship, or have the decision to acquire Vietnamese citizenship canceled;
b) ID cards issued in violation of regulations;
c) ID cards that have been tampered with, altered, or repaired.
2. ID cards shall be retained in the following cases:
a) Individuals undergoing educational measures at reformatories; individuals subject to administrative penalties involving placement in reformatories, compulsory educational institutions, or compulsory rehabilitation facilities;
b) Individuals under temporary detention, custody, or serving prison sentences.
3. During the period of ID card retention, the agency holding the ID card may allow the individual to use their ID card to carry out transactions and exercise legitimate rights and interests as specified in Clause 2 of this Article.
4. Individuals subject to ID card retention as specified in Clause 2 of this Article shall have their ID cards returned when the temporary detention or custody period expires or when the decision to retain them is revoked; upon completion of the prison sentence, completion of educational measures at reformatories; or upon completion of the administrative penalty involving placement in reformatories, compulsory educational institutions, or compulsory rehabilitation facilities.
