Based on Article 25 of the National Defense Law 2018, the People's Army is defined as follows:

Article 25. People's Army

  1. The People's Army is the core force of the people's armed forces in carrying out national defense tasks, including regular forces and reserve mobilization forces. The regular forces of the People's Army consist of the Main Army and Local Army.

December 22 each year is designated as the traditional day of the People's Army and the All-People's National Defense Festival.

  1. The People's Army has the function and duty of being ready to fight, to defend the Fatherland; carrying out the tasks of advocacy and propaganda of the Communist Party's policy, the State's policies, and laws; engaging in production labor, integrating defense with socio-economic development, participating in civil defense, along with the entire population in building the nation; fulfilling international obligations.
  1. The State builds the People's Army to be revolutionary, regular, elite, and gradually modern, with a reasonable regular force and a strong reserve mobilization force; some forces advance directly to modernization.
  1. The organization, duties, service policies, and policies of the People's Army are governed by the Law on Officers of the Vietnam People's Army, the Law on Professional Soldiers, Defense Workers, and Public Employees, the Law on Military Service, and other relevant legal regulations.

Thus, the Vietnam People's Army has the function and duty of being ready to fight and protect the Fatherland; undertaking advocacy work, propagating the Vietnam Communist Party's directives, the State's policies, and laws; engaging in production labor, combining national defense with socio-economic activities, participating in civil defense, and building the country alongside the entire population; fulfilling international obligations.

Based on Article 15 of the Law on Officers of the Vietnam People's Army 1999 (amended by Clause 3 Article 1 of the Amended Law on Officers of the Vietnam People's Army 2014), the highest ranks for officer positions are specified as follows:

- Colonel levels have four ranks: Lieutenant Colonel; Major; Lieutenant Colonel; Colonel.

- General levels have four ranks: Major General, Rear Admiral; Lieutenant General, Vice Admiral; Senior Lieutenant General, Admiral; General.
