What are details Circular 68/2024/TT-BQP on training, examination, and issuance of military driver licenses for operators of heavy-duty vehicles in Vietnam?
On October 14, 2024, the Minister of National Defense of Vietnam issued Circular 68/2024/TT-BQP which regulates:
- Training, examination, issuance, renewal, reissuance, and revocation of military driver licenses
- Education on road traffic legal knowledge for operators of special purpose motorcycles under the management of the Ministry of National Defense of Vietnam
- Responsibilities of agencies, units, organizations, and individuals involved
Circular 68/2024/TT-BQP takes effect in Vietnam from January 1, 2025, and applies to the following:
- Agencies, units managing the work of training, examination, issuance, renewal, reissuance, and revocation of military driver licenses; providing education on road traffic laws for operators of special purpose motorcycles under the Ministry of National Defense of Vietnam’s management
- Military driving training establishments and road traffic law education centers under the Ministry of National Defense of Vietnam's jurisdiction
- Related agencies, units, organizations, and individuals.

What are the categories of military driver licenses?
Based on Article 5 of Circular 68/2024/TT-BQP, military driver licenses in Vietnam are categorized as follows:
Article 5. Military driver licenses
- Military driver licenses are categorized according to the provisions of the Law on Road Traffic Order and Safety and are suitable for the military characteristics of road motor vehicles under the management of the Ministry of National Defense of Vietnam. The licenses include:
a) category A1 for operators of two-wheeled motorcycles with an engine displacement up to 125 cm³ or electric motor power up to 11 kW;

Thus, military driver licenses include the following categoryes:
[1] Category A1 is issued to operators of two-wheeled motorcycles with an engine displacement up to 125 cm³ or electric motor power up to 11 kW.
[2] Category A is issued to operators of two-wheeled motorcycles with an engine displacement over 125 cm³ or electric motor power over 11 kW and vehicles prescribed for a category A1 military driver license.
[3] Category B1 is issued to operators of three-wheeled motorcycles and vehicles prescribed for a category A1 military driver license.
[4] Category B is issued to operators of the following vehicles:
- Passenger cars with up to 8 seats (excluding the driver's seat)
- Cargo and specialized vehicles with a total design weight up to 3,500 kg
- B category automobiles pulling trailers or military weapons and equipment type trailers with a total design weight up to 750 kg
[5] Category C1 is issued to operators of the following vehicles:
- Cargo and specialized vehicles with a total design weight over 3,500 kg up to 7,500 kg
- C1 category automobiles pulling trailers or military weapons and equipment type trailers with a total design weight up to 750 kg
- Vehicles prescribed for a category B military driver license

- Cargo and specialized vehicles with a total design weight over 7,500 kg
- C category automobiles pulling trailers or military weapons and equipment type trailers with a total design weight up to 750 kg
- Vehicles prescribed for category B and C1 military driver licenses
[7] Category D1 is issued to operators of the following vehicles:
- Passenger cars with more than 8 seats (excluding the driver's seat) up to 16 seats (excluding the driver's seat)
- D1 category automobiles pulling trailers or military weapons and equipment type trailers with a total design weight up to 750 kg
- Vehicles prescribed for category B, C1, C military driver licenses
[8] Category D2 is issued to operators of the following vehicles:
- Passenger cars with 16 to 29 seats (excluding the driver's seat)
- D2 category automobiles pulling trailers or military weapons and equipment type trailers with a total design weight up to 750 kg
- Vehicles prescribed for category B, C1, C, D1 military driver licenses
[9] Category D is issued to operators of the following vehicles:
- Passenger cars with more than 29 seats (excluding the driver's seat)
- D category automobiles pulling trailers or military weapons and equipment type trailers with a total design weight up to 750 kg
- Vehicles prescribed for category B, C1, C, D1, D2 military driver licenses
[10] Category C1E is issued to operators of automobiles prescribed for a category C1 driver license pulling trailers or military weapons and equipment type trailers with a total design weight over 750 kg.
[11] Category CE is issued to operators of automobiles prescribed for a category C driver license pulling trailers or military weapons and equipment type trailers with a total design weight over 750 kg; tractor vehicles pulling semi-trailers or military equipment type semi-trailers.
[12] Category CX is issued to holders of a category C military driver license to operate track vehicles towing military weapons and equipment.
What is the validity of a military driver license in Vietnam?
According to Clause 2, Article 6 of Circular 68/2024/TT-BQP, the validity period of a military driver license is as follows:
- Military driver licenses of category A1, A, B1 are without expiration.
- Military driver licenses of categoryes B, C1, C, D1, D2, D, C1E, CE, CX have a validity of 5 years from the date of issuance.
- In the case of issuance or renewal for other reasons, the validity is as stated on the military driver license.
