Based on Article 3 of the Statistics Law 2015:
Article 3. Interpretation of Terms
In this Law, the following terms are defined as follows:
- A statistical report is a form and guidelines for recording the form to gather data, statistical information on specific research subjects according to a scientific, unified method governed by the statistical reporting policies within a specific time period.
2. A statistical reporting regime includes the regulations and guidelines issued by a competent state authority on performing a set of related statistical reports to compile statistical indicators within a statistical indicator system and compile other statistical information serving state management.
- Statistical indicators reflect characteristics regarding the scale, growth rate, structure, prevalence, and proportion relationships of parts or the entirety of socio-economic phenomena in specific spatial and temporal conditions. Statistical indicators include the name of the indicator and its value.

Thus, statistical reporting policies are regulations and guidelines issued by a competent state authority concerning the execution of a set of related statistical reports to compile statistical indicators within a statistical indicator system and other statistical information serving state management.

What are contents of the statistical reporting regime of the statistical sector in Vietnam?
On November 13, 2024, the Minister of Planning and Investment of Vietnam issued Circular 20/2024/TT-BKHDT, regulating the statistical reporting policies in the Statistics sector to collect information for compiling statistical indicators of the provincial statistical indicator system, the Statistics sector's statistical indicator system, and for compiling economic - social condition reports.
Based on Article 3 of Circular 20/2024/TT-BKHDT, the statistical reporting policies in the Statistics sector contain the following contents:
[1] Purpose
The statistical reporting regime in the Statistics sector aims to collect information for compiling statistical indicators of the provincial statistical indicator system, the Statistics sector's statistical indicator system, and for drafting economic - social condition reports.
[2] Statistical Scope
Data reported within the form system fall within the territory of provinces, centrally-governed cities.
[3] Subjects of Application
- The central statistical agency.
- Provincial and centrally-governed city statistical offices.
- Relevant organizations and individuals.
[4] Reporting Unit
The reporting unit is the Statistical Office of the province, centrally-governed city, specified at the upper right corner of each statistical form.
[5] Report Receiving Unit
The report receiving unit is the central statistical agency (General Statistics Office), specifically stated at the upper right corner of each statistical form, below the reporting unit line.
[6] Form Symbols
Form symbols consist of two parts: the number part and the letter part; the number part is consecutively numbered from 001 until the end of the forms issued; the letter part consists of abbreviated letters suitable for each sector or field and reporting cycle (year - N; biennium - 2N; quinquennium - 5N; quarter - Q; month - T; season - V; mixed - H); BCC represents the Statistical Department Report system applicable to provincial, centrally-governed city Statistical Offices. Form symbols are specifically noted at the upper left corner of each statistical form.
[7] Reporting Period
The statistical reporting period is a specified timeframe that requires the reporting entities to present activity results through data according to statistical criteria in the statistical report formats.
The reporting period is noted in the middle section of each statistical report form (after the report name). The statistical reporting period is calculated according to the Gregorian calendar and is specifically stipulated for each statistical report form, including:
- Monthly statistical report
- Quarterly statistical report
- Semi-annual statistical report
- Nine-month statistical report
- Annual statistical report
- Seasonal statistical report
- Ad-hoc statistical report in cases of sudden events or phenomena: natural disasters, epidemics, fires. Other reporting periods are specifically noted in the report form.

The report receipt date is specifically noted at the upper left corner of each statistical form.

What are rights and obligations of agencies and organizations implementing statistical reporting policies in Vietnam?
Based on Article 44 of the Statistics Law 2015, the rights and obligations of agencies and organizations executing statistical reporting policies are defined as follows:
- Agencies and organizations executing statistical reporting policies have the following rights:
+ Independence in professional, operational tasks in information collection and synthesis.
+ Guidance in conducting statistical reporting policies.
+ Access to and use of data from administrative databases under the management of relevant state agencies to compile statistical figures.
+ Filing complaints against administrative decisions, actions when there are grounds to believe that those decisions, actions violate statistical reporting policy regulations.
- Agencies and organizations executing statistical reporting policies have the following obligations:
+ Gather, aggregate, prepare, and submit reports in compliance with the statistical reporting policies and guidelines provided by competent state agencies; bear responsibility for the accuracy of statistical information.
+ Ensure the confidentiality of information related to agencies, organizations, individuals in executing statistical reporting policies.
+ Not refuse or obstruct the execution of statistical reporting policies.
+ Submit to operational inspections from the report-receiving agency.
+ Submit to professional and operational statistics inspections conducted by specialized statistical inspection bodies.
