What are 8 prohibited acts in the protection and fight against corruption according to Regulation 231 in Vietnam?
On January 17, 2025, the Central Executive Committee issued Regulation 231-QD/TW 2025 on protecting the fight against corruption, wastefulness, and negative conduct.
Article 8 of Regulation 231-QD/TW 2025 stipulates 8 groups of behaviors prohibited in protecting the fight against corruption, which include:
- Using violence, applying pressure, defaming, isolating, insulting, or infringing upon the legal rights and interests of individuals fighting against corruption, wastefulness, negative conduct, and their relatives.
- Illegally infringing upon residences, seizing or destroying property, insulting the dignity or honor, or conducting acts affecting the health and personal safety of individuals fighting against corruption, wastefulness, negative conduct, and their relatives.
- Retaliating or hiring, asking, inciting others to mentally threaten or retaliate against individuals fighting against corruption, wastefulness, negative conduct, and their relatives.
- Non-conforming practices, discrimination, imposing criteria, conditions, comments, or evaluations causing disadvantages in staff work, rewards, and discipline against individuals fighting against corruption, wastefulness, negative conduct, and their relatives; transferring, mobilizing, or seconding individuals fighting against corruption, wastefulness, negative conduct while resolving a case.
- Hindering or obstructing the implementation of policies of the Communist Party and the State, resolving administrative procedures, public services as prescribed by law, production and business activities, professions, jobs, labor, education, or task execution of individuals fighting against corruption, wastefulness, negative conduct, and their relatives.
- Preventing, destroying information, documents, evidence about the fight against corruption, wastefulness, and negative conduct; concealing, failing to report, delaying, or improperly processing, verifying the request, demand for protection; disclosing confidential information during the protection process; not promptly directing, removing difficulties, obstacles faced by organizations, individuals in performing protection tasks; not changing protection task members when there are grounds to determine members as irresponsible or biased in task execution.
- Exploiting the fight against corruption, wastefulness, negative conduct to defame agencies, organizations, or other individuals.
- Other prohibited acts according to the regulations of the Communist Party and the law of the State.

When do asset and income control authorities verify assets and income in Vietnam?
According to Article 41 of the Anti-corruption Law 2018, there are bases for asset and income verification:
Article 41. Bases for Asset and Income Verification
- The asset and income control agency verifies assets and income when there is one of the following bases:
a) Clear indications of dishonest asset and income declarations;
b) An increase in assets and income of 300,000,000 VND or more compared to the most recent declared assets and income, and the declarant cannot reasonably explain the source;
c) Complaints about dishonest asset and income declarations are sufficient for processing as per the Law on Denunciations;
d) Belonging to cases of verification per the annual asset and income verification plan for randomly selected declarants;
dd) There are requests or recommendations from authorized agencies, organizations, units, or individuals according to Article 42 of this Law.
- The Government of Vietnam specifies the criteria for selecting declarants for verification and the development and approval of the annual asset and income verification plan for the asset and income control agency specified at point d, clause 1 of this Article.
According to the aforementioned regulations, in anti-corruption efforts, the asset and income control agency verifies assets and income when one of the following bases is present:
- Clear indications of dishonest asset and income declarations
- An increase in assets and income of 300,000,000 VND or more compared to the previously declared assets and income, without a reasonable explanation of the source by the declarant
- Complaints about dishonest asset and income declarations that meet the conditions for processing
- Belonging to cases of verification planned annually for randomly selected declarants
- Requests or recommendations from authorized agencies, organizations, units, individuals
Which receipts and expenditures must be settled without cash in combating corruption in Vietnam?
Based on Article 29 of the Anti-corruption Law 2018, agencies, organizations, and units must settle payments without cash for the following receipts and expenditures:
- Large-value transactions in locations meeting the infrastructure conditions for non-cash payments as prescribed by the Government of Vietnam
- Salary, bonus payments, and other regular expenditures
