Training Content, Professional and Operational Development According to the Job Position of Market Management Officials
In Article 10 of the Provisional Regulations on the Standards for Leadership and Management Positions of the Market Management Authority, issued with Decision 4268/QD-BCT in 2018, the training and professional development contents according to job positions are stipulated as follows:
- The system of legal documents on handling administrative violations related to the business activities of smuggled goods, prohibited goods, production and trade of counterfeit goods, goods of unclear origin; actions infringing intellectual property rights; violations of the law on quality, measurement, pricing, food safety, and commercial fraud; violations of the law on consumer rights protection.
- The professional procedures for inspection, examination, and handling of administrative violations by the Market Management force and the application of professional measures serving inspection, specialized investigation, and handling of administrative violations.
- Profession in collecting documents, evidence, sampling of goods, exhibits, vehicles with signs of violation, requesting examination, testing samples as goods, documents, papers, evidentiary material related to the legal violations of organizations, individuals.
- Profession in collecting and processing information, assessing, forecasting situations to advise and propose to competent authorities the application of preventive and combat measures against law violations.
- Profession in building databases on area management, inspection results, specialized inspections, handling of administrative violations, and other databases serving the activities of the Market Management force.
- The official duty regime, the official activities of Market Management officials; the system of legal documents on anti-corruption; the requirements for combating smuggling, commercial fraud, and counterfeit goods in the new situation.
- Law on handling administrative violations; law on management and handling of administrative violation exhibits.
- Profession in management, use, and recording in inspection and handling of administrative violations.
- Skills in formulating plans, inspection strategies, applying preventive measures; skills in task assignment and coordination in official activities of Market Management officials; building specialized inspection plans, annual inspections, thematic inspections, unexpected inspections.
