Based on Article 3 of Circular 07/2024/TT-BNV regulating salary calculation, allowances, and operating expenses:
Method of calculating salary, allowances, and operating expenses
- For officials and public employees and employees defined in clauses 1, 2, 3, 4, 5, 8, and 9 of Article 1 of this Circular:
Based on the current salary coefficient and allowance set forth in the documents of the competent authorities of the Communist Party and the State on salary policies for officials and public employees and armed forces, the statutory pay rate specified in Decree No. 73/2024/ND-CP dated June 30, 2024, of the Government of Vietnam stipulating the statutory pay rate and reward policies for officials and public employees and armed forces (hereinafter abbreviated as Decree No. 73/2024/ND-CP) to calculate the salary, allowances, and reserved differential coefficient (if any) as follows:
a) Formula for calculating salary:
(Salary applicable from July 1, 2024) = (Statutory pay rate 2,340,000 VND/month) x (Current salary coefficient)
b) Formula for calculating allowances:
- For allowances calculated based on the statutory pay rate:
(Allowance applicable from July 1, 2024) = (Statutory pay rate 2,340,000 VND/month) x (Current allowance coefficient)
- For allowances calculated based on the percentage of the current salary plus leadership position allowances and seniority allowances beyond the framework (if any):
(Allowance applicable from July 1, 2024) = (Salary applicable from July 1, 2024 + Leadership position allowance applicable from July 1, 2024 (if any) + Seniority allowance beyond the framework applicable from July 1, 2024 (if any)) x (Percentage of allowance as regulated)
- For allowances specified in a specific amount, the current regulations remain unchanged.
c) Formula for calculating the amount of the reserved differential coefficient (if any):

Principles of Communication and Conduct of Officials and Public Employees Currently?
According to Decision 129/2007/QD-TTg regulating the Office Culture Regulations at state administrative agencies, the principles of communication and conduct of officials and public employees are as follows:
[1] General principles (in Article 8 Office Culture Regulations at state administrative agencies issued together with Decision 129/2007/QD-TTg)
Public employees when performing their duties must comply with the provisions on things to do and not to do as prescribed by law.
In communication and conduct, officials and public employees must have a polite and respectful attitude. Communication language must be clear and coherent; no foul language, slang, or yelling.
[2] Communication and conduct with the public (in Article 9 Office Culture Regulations at state administrative agencies issued together with Decision 129/2007/QD-TTg)
In communication and conduct with the public, officials and public employees must be polite, listen to opinions, explain, and clearly guide the relevant regulations to resolve tasks.
Officials and public employees must not have bossy, harassing attitudes that cause difficulty and annoyance when performing their duties.

In communication and conduct with colleagues, officials and public employees must have an honest, friendly, and cooperative attitude.
[4] Communication via telephone (in Article 11 Office Culture Regulations at state administrative agencies issued together with Decision 129/2007/QD-TTg)
When communicating via telephone, officials and public employees must introduce their name, agency, and unit of work; exchange briefly, focusing on the work content; not abruptly hang up the phone.
Obligations of Officials in the Performance of Duties According to the Law?
Based on Article 9 of the 2008 Law on Officials, the obligations of officials in the performance of duties are specified as follows:
- Perform correctly, fully, and take responsibility for the results of the assigned tasks and powers.- Have a sense of organizational discipline; strictly comply with the rules and regulations of the agency, organization, or unit; report to competent persons when detecting violations of the law in the agency, organization, or unit; protect state secrets.- Actively and closely coordinate in the performance of public duties; maintain solidarity within the agency, organization, or unit.- Protect, manage, and effectively and economically use state assets entrusted.- Comply with the decisions of superiors. When there is a basis to believe that such decision is unlawful, promptly report in writing to the decision-maker; if the decision-maker insists on its implementation, it must be documented and followed, but the executor is not responsible for the consequences of the implementation and must report to the immediate superior of the decision-maker. The decision-maker bears responsibility before the law for his/her decision.- Other obligations as prescribed by law.
