What are general quality standards statistical civil servants in Vietnam?
On October 2, 2023, the Minister of Planning and Investment issued Circular 08/2023/TT-BKHĐT, which specifies the code number, professional and technical standards, and salary scale for statistical civil servants.
Pursuant to Article 4 of the Circular 08/2023/TT-BKHĐT stipulating general quality standards statistical civil servants in Vietnam as follows:
- Have strong political courage, steadfast in Marxism-Leninism, Ho Chi Minh's ideology, firmly grasp and deeply understand the Party's guidelines and policies;
- Be loyal to the Fatherland and the Constitution of the Socialist Republic of Vietnam; protect the interests of the Fatherland and the People.
- Fulfill the obligations of civil servants according to the provisions of law;
- Seriously comply with the assigned tasks of superiors;
- Comply with the law, maintain discipline, order and administrative order;
- Be exemplary in implementing the agency's rules and regulations.
- Dedication, responsibility, integrity, honesty, objectivity, fairness and exemplary performance of public duties;
- Politeness, culture and standards in communication and serving the people.
- Have a healthy, humble and united lifestyle and activities;
- Diligence, frugality, integrity, righteousness, public-mindedness and impartiality;
- Do not take advantage of public work to seek personal benefits;
- No bureaucracy, corruption, waste or negativity.

What are regulations on determination of salary of statistical civil servants in Vietnam?
As prescribed in Clause 1 Article 11 of Circular 08/2023/TT-BKHĐT, the classification and salary scale for statistical civil servants are stipulated as follows:
Classification and salary scale for statistical civil servants
1. Statistical civil servants classified in this Circular shall apply the Salary Table 2 (Salary Table for professional and technical positions for officials and civil servants in state agencies) attached to Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the salary regime for officials, civil servants, and public employees, and revised and supplemented by Decree No. 17/2013/ND-CP dated February 19, 2013 of the Government as follows:
a) The senior statistician (job code 23.261) applies the civil servant salary scale, type A3, group 1 (A3.1), with salary coefficients from 6.20 to 8.00;
b) The principal statistician (job code 23.262) applies the civil servant salary scale, type A2, group 1 (A2.1), with salary coefficients from 4.40 to 6.78;
c) The statistician (job code 23.263) applies the civil servant salary scale, type A1, with salary coefficients from 2.34 to 4.98;
d) The intermediate statistician (job code 23.264) applies the civil servant salary scale, type A0, with salary coefficients from 2.10 to 4.89;
dd) The statistical officer (job code 23.265) applies the civil servant salary scale, type B, with salary coefficients from 1.86 to 4.06.

Therefore, statistical civil servants are classified and paid as follows:
- Senior statisticians are classified as civil servants of type A3, group 1 (A3.1), with salary coefficients from 6.20 to 8.00.
- Principal statisticians are classified as civil servants of type A2, group 1 (A2.1), with salary coefficients from 4.40 to 6.78.
- Statisticians are classified as civil servants of type A1, with salary coefficients from 2.34 to 4.98.
- Intermediate statisticians are classified as civil servants of type A0, with salary coefficients from 2.10 to 4.89.
- Statistical officers are classified as civil servants of type B, with salary coefficients from 1.86 to 4.06.
