According to the Government's report to the National Assembly on the implementation of a number of resolutions of the 14th National Assembly on specialized supervision, questioning, and resolutions of the 15th National Assembly on specialized supervision, questioning from the beginning of the term to the end of the 4th session in the field of Interior, the Government has proposed the following tasks and solutions:
- Continue to direct and urge the specialized management ministries to urgently complete the revision and supplementation of regulations on the standards of civil service grades and civil servant occupational titles.
- Provide advice and amend the current regulations in the direction of minimizing administrative procedures in recruitment and promotion.
- Not implement the regulation on civil servant occupational title promotion exams for civil servants, but only keep the regulation on promotion assessment.
- Propose to study the abolition of the occupational title grade regulation in line with the 2024 salary reform policy.
How many job title grades for civil servants in Vietnam are there now?
Pursuant to Article 28 of Decree 115/2020/NĐ-CP stipulating job title grades for civil servants as follows:
Job title grades for civil servants
1. Regulations on job title grades for civil servants include the following contents:
a) Name of the job title;
b) Responsibilities, including specific tasks that must be performed with a level of complexity appropriate to the job title grade;
c) Standards for professional ethics;
d) Standards for educational attainment and training;
dd) Standards for professional and technical competence.
2. Based on the level of complexity of the work of the occupational title, the job titles for civil servants in the same field of career are ranked from high to low as follows:
a) Job title grade I;
b) Job title grade II;
c) Job title grade III;
d) Job title grade IV;
dd) Job title grade V.
Therefore, there are currently 05 occupational title grades for civil servants in the same field of career, ranked from high to low as follows:
- Job title grade I;
- Job title grade II;
- Job title grade III;
- Job title grade IV;
- Job title grade V.

What are conditions for civil servants to apply for promotion to a higher job title grade in Vietnam?
Pursuant to Article 32 of Decree 115/2020/NĐ-CP stipulating conditions for civil servants to apply for promotion to a higher job title grade in Vietnam as follows:
- The civil servant must be rated at the level of "completed the task well" or higher in the year of work immediately before the year of the promotion exam or assessment of the occupational title grade.
- The civil servant must have good political qualities and professional ethics.
- The civil servant must not be under disciplinary action, and must not be in the time period for implementing the regulations related to the discipline of civil servants stipulated in Article 56 of the Law on Public Employees in 2010 (amended and supplemented at Clause 8, Article 2 of the Law on Amendments to Some Articles of the Law on Cadres and Civil Servants and the Law on Public Employees in 2019)
- The civil servant must have the capacity, professional and technical qualifications to assume the occupational title in the higher grade immediately adjacent to the current occupational title grade in the same field of profession.
- The civil servant must meet the requirements for diplomas, certificates and other requirements of the occupational title standard for the promotion exam or assessment.
If the civil servant is exempted from the foreign language and computer science subjects, he/she must meet the foreign language and computer science standards of the occupational title for the promotion exam or assessment.
- The civil servant must meet the requirements for the minimum length of service in the lower grade occupational title as required by the occupational title standard for the promotion exam or assessment.
In the case of civil servants who had prior work experience with compulsory social insurance contributions, working in positions that require appropriate professional and technical qualifications (if there is non-continuous work experience that has not yet received a one-time social insurance allowance, it can be added up).
If the time is calculated by the recruiting authority as the basis for salary grading in the current occupational title, it is considered equivalent to the current occupational title grade.
In the case of equivalent time, there must be at least 01 year (12 months) of service in the lower grade occupational title compared to the occupational title for the promotion exam or assessment as of the deadline for submitting the registration dossier for the promotion exam or assessment.
