On May 9, 2024, the Government of Vietnam promulgated Decree 47/2024/ND-CP regulating the list of national databases; the construction, updating, maintenance, exploitation, and utilization of national databases.

The subjects of application are agencies, organizations, and individuals related to the construction, updating, maintenance, exploitation, and utilization of national databases.
The identification of master data of the national databases is stipulated in Article 5 of Decree 47/2024/ND-CP. Specifically:
- Master data contains the most basic information to describe, identify, and distinguish a specific object managed by state agencies; the master data must have an object identifier; the master data is used as a basis for referencing and synchronizing among different databases or data sets. When the master data changes, the data in the referencing databases must be synchronized accordingly.
- The master data of the national databases is officially valuable, equivalent to paper documents containing the same information provided by competent authorities, except where otherwise provided by law.

What are the general principles for constructing, updating, maintaining, exploiting, and utilizing national databases?
Article 4 of Decree 47/2024/ND-CP stipulates the general principles for constructing, updating, maintaining, exploiting, and utilizing national databases as follows:
- National databases are uniformly constructed, exploited, and utilized from the central to local levels.
The national database information system is managed, constructed, and maintained centrally. The construction, collection, updating, management, maintenance, exploitation, connection, sharing, and use of national databases must comply with the law on state secrets protection and military, national defense.
- The Government of Vietnam is the data owner and manages data unanimously. The Government of Vietnam assigns the national database custodian to manage, exploit, and use the data according to their functions and duties. The Ministry of Information and Communications manages the state in organizing, managing, and using information resources and national databases. Data arising from specialized state management activities at any level must be accurately and promptly updated into the national databases by that level's authority.
- The compliance with regulations on the management, connection, and sharing of digital data of national databases is carried out regularly and continuously from the design, construction, updating, maintenance, exploitation, and utilization stages; ensuring unified connection among national databases and other databases, information systems through the National Data Sharing and Integration Platform; complying with standards, technical regulations, and the Government of Vietnam’s electronic architecture framework; complying with relevant specialized law provisions.

Article 8 of Decree 47/2024/ND-CP stipulates the fundamental elements of national databases as follows:
- The related parties include:

+ Data providing and maintaining units in the national database;
+ National database information system operating units;
+ Related parties to the connection and sharing of data from the national database.
- Related activities include:
+ Constructing the national database information system;
+ Initial data collection;
+ Maintaining and updating data;
+ Maintaining and operating the national database information system;
+ Connecting, exploiting, and using data;
+ Data governance.
- Related components include:
+ Data;
+ Database;
+ Database management system;
+ Overall architecture, including data architecture, system architecture, and other architectural documents;
+ National database information system.
