Promulgation of Circular 11/2024/TT-BXD on codes, title standards; standards and conditions for promotion consideration of public employees in the Construction sector in Vietnam
On December 16, 2024, the Minister of Construction of Vietnam issued Circular 11/2024/TT-BXD stipulating codes, standards for professional titles; criteria, and conditions for promotion to rank 2 and rank 1 for the professional title of public employees in the Construction sector, including: architects, appraisers.
Circular 11/2024/TT-BXD applies to public employees in the Construction sector within public service providers involved in construction activities.
Article 2 of Circular 11/2024/TT-BXD stipulates codes, professional titles of public employees in the Construction sector as follows:

- Architect Rank 1 Code: V.04.01.01
- Architect Rank 2 Code: V.04.01.02
- Architect Rank 3 Code: V.04.01.03
[2] Appraiser professional title group, including:
- Appraiser Rank 1 Code: V.04.02.04
- Appraiser Rank 2 Code: V.04.02.05
- Appraiser Rank 3 Code: V.04.02.06
- Appraiser Rank 4 Code: V.04.02.07
Circular 11/2024/TT-BXD comes into effect from February 5, 2025, and abrogates Joint Circular No. 11/2016/TTLT-BXD-BNV.

What are professional competence and operational standards for architects in Vietnam?
Pursuant to Circular 11/2024/TT-BXD, the standards for professional competence and operations of architects are as follows:
[1] Architect Rank 1 as specified in Clause 2, Article 4 of Circular 11/2024/TT-BXD
- Understanding the state's development strategies, policies on architecture and construction planning; thoroughly grasp the orientation and tasks for developing architecture and planning of the sector
- Possessing deep professional knowledge and experience in architectural activities, urban planning
- Capability in design, creative skills, ability to develop plans, architectural design methods, urban planning; ability to propose and conduct scientific research, apply scientific progress to enhance professional and operational efficiency
- Skills in using information technology, design/graphic software; use of foreign languages.
[2] Architect Rank 2 as specified in Clause 2, Article 5 of Circular 11/2024/TT-BXD
- Understanding and promptly updating achievements and development trends in architecture, urban planning domestically and internationally
- Knowledge and experience in architectural activities, urban planning
- Ability to research, design; creative skills; participation in development of plans and architectural design methods, urban planning
- Skills in using information technology and design/graphic applications; use of foreign languages
[3] Architect Rank 3 as specified in Clause 2, Article 6 of Circular 11/2024/TT-BXD
- Basic knowledge in architectural activities, urban planning
- Skills in using information technology and design/graphic applications; use of foreign languages.
What are grounds and principles of organizing career title promotion evaluation for public employees in the construction sector in Vietnam?
Based on Article 11 of Circular 11/2024/TT-BXD, the grounds and principles for organizing rank promotion evaluations:
Article 11. Grounds and principles of organizing rank promotion evaluations
The grounds and principles of organizing career title promotion evaluations for public employees in the Construction sector are conducted according to the provisions of Article 31 of Decree No. 115/2020/ND-CP dated September 25, 2020, and Clause 38 Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023, of the Government of Vietnam.
According to the above provision, the grounds and principles for organizing rank promotion evaluations for public employees in the Construction sector are as follows:
- The evaluation for career title promotion must be based on the job position, career title standards, and be consistent with the public employee structure by career title of the public service provider approved by the competent authority.
- Public employees may register for evaluation for career title promotion if the public service provider requires it and they meet the standards and conditions as prescribed by law.
- The evaluation for career title promotion is organized on the principles of equality, transparency, objectivity, and in accordance with the law.
