Principles for Evaluating and Classifying Cadres
According to the provisions of Article 2 of Decree 90/2020/ND-CP, the evaluation and classification of officials and public employees are specifically stipulated as follows:
- Ensure objectivity, fairness, and accuracy; without favoritism, repression, bias, or formality; ensuring correct authority in managing and evaluating officials and public employees.
- The evaluation and classification of quality must be based on assigned responsibilities and tasks and the results of task performance, manifested through specific work and products; for leading and managing officials and public employees, it must be associated with the results of the tasks executed by the managed and responsible agencies, organizations, and units.
- Officials and public employees who have not worked for a full 06 months in the year shall not be evaluated and classified for quality, but must still review their working time within the year, except for cases of maternity policy leave.Officials and public employees who take leave according to legal regulations from 03 months to under 06 months within the year shall still be evaluated but not classified at the level of completing tasks well or above.Officials and public employees who take maternity policy leave according to legal regulations shall have their annual quality classification results based on the actual working time of that year.
- The evaluation and classification results of officials and public employees under this Decree are used as a basis for consistent evaluation and classification in party membership quality assessment.
