Operations of National Security Industrial Facilities
The activities of security industry bases are stipulated in Article 9 of Decree 63/2020/ND-CP (effective from August 1, 2020) as follows:
Research, produce, repair, and develop specialized security industry products according to the order placement mechanism, assignment of plans, or delegation of tasks in accordance with State regulations and the Ministry of Public Security.
Cooperate, enter joint ventures, and associate with organizations and individuals both domestically and internationally to research, produce, and repair specialized and dual-use security industry products in accordance with the law.
Organize technology transfers, decode technologies, and train and coach human resources to serve the goal of developing the security industry.
Prepare the conditions for research, production, repair, and development of new products and reserve and backup requirements for unexpected security and order situations.
