Issuing the Structure of identification number to serve connection with the National Database on officials and civil servants in Vietnam
On May 17, 2023, the Minister of Home Affairs issued Decision 356/QD-BNV in 2023 on the structure of identification number and packet formats to serve connection and data sharing of the National Database on officials, civil servants and public employees in state agencies.
There are 04 purposes regulating the structure of identification number and packet formats to serve connection and data sharing of the National Database on officials, civil servants and public employees in state agencies as follows:
- Unify and synchronize data messages connected and shared between information systems/databases about officials, civil servants, and public employees of ministries, branches, and localities with the National Database on cadres, civil servants and public employees is managed by the Ministry of Home Affairs.
- Standardize data provision services towards one service providing for many different purposes and many different agencies; Limit the emergence of many specific data sharing services.
- Simplify the operation process of synchronizing data with the National Database of Cadres, Civil Servants and Public Employees;
Create technical conditions to connect and share data more easily with many agencies and organizations; Limit manual exchanges.
- Support agencies and organizations to prepare conditions, ensure compatibility, and be ready to connect and share data with the National Database on Cadres, Civil Servants, and Public Employees right from the moment of establishment. Design and build information systems related to officials, civil servants and public employees.
Note: Decision 356/QD-BNV 2023 takes effect from June 30, 2023.
What are duties of the competent authority in applying Technical Regulations on the structure of identification numbers to serve connection with the National Database on officials and civil servants in Vietnam?
Pursuant to Article 2 of Decision 356/QD-BNV in 2023 stipulating regulations on the tasks of agencies in applying Technical Regulations on the structure of identification numbers to serve connection with the National Database on officials and civil servants as follows:
(1) Information Center, Ministry of Home Affairs:
- Organize, guide, and inspect the implementation of provisions in the Technical Regulations; Monitor and supervise the implementation of Technical Regulations; Proposing to upgrade the version of the Technical Regulations to suit the actual situation.
- Deploy synchronization services and share data on civil servants and public employees for ministries, branches and localities with the National Database on cadres, civil servants and public employees in state agencies of the Ministry of Home Affairs; Issue service specification documents according to regulations.
- Coordinate with the National Digital Transformation Department, Ministry of Information and Communications to deploy data service provision through the National Data Sharing Integration Platform;
- Receive and process requests to connect and exploit data through data sharing services; Test data messages provided from data sharing services for compliance with this regulation.
- Ensure network information security for the system when sharing data.
(2) Department of Civil Servants and Public Employees, Ministry of Home Affairs:
- Instructions for exploiting and using data exploited from the National Database on cadres, civil servants and public employees in state agencies to serve operations according to the scope of expertise.
- Monitor and propose adjustments to shared code lists and data structure content in accordance with state management requirements for cadres, civil servants and public employees.
(3) Units related to providing connection and data sharing services:
- Ensure data sharing through data sharing connection platforms complies with regulations on data structure.
- Ensure network information security for data shared through the data sharing connection platform.
(4) units providing data and exploiting data from the National Database on cadres, civil servants and public employees in state agencies:
- Ensure that data is provided and exploited in accordance with the provisions of the Technical Regulations.
- Feedback on issues arising during the application of this Technical Regulation to the Ministry of Home Affairs for solutions.
- Check and test the compatibility of receiving and processing data messages according to this Technical Regulation before making data mining connections.
- Ensure and take responsibility for network information security for your information system when connecting and exploiting data about officials, civil servants and public employees.
