    • Issuing technical regulations for electronic public employee cards in Vietnam

      On October 25, 2023, the Minister of Home Affairs of Vietnam issued Decision 838/QD-BNV in 2023 on the issuance of technical regulations for electronic public employee cards.

      According to the decision, electronic employee cards must have the following format and content:

      Front side:

      - National emblem, logo: The national emblem is printed in color according to regulations (required for administrative units) or logo or emblem for other units.

      - Name of the managing unit: The name of the unit at the ministerial, provincial, and equivalent level or the upper level of the agency, organization, and unit directly using it.

      - Name of the using unit: The name of the agency, organization, and unit directly using the cadres, civil servants and public employees (work unit).

      - Personal information: Portrait photo (as regulated); full name; position, title, and position of the employee.

      - Chip symbol: To distinguish between electronic employee cards (chip-embedded cards) and regular employee cards.
      Employee ID number has the following structure: [Ministry, agency, or locality code]+”.”+[CCCD number]+”.”+[Type], in which:

      + [Ministry, agency, or locality code] is specified in Decision 20/2020/QĐ-TTg;

      + [ID number]: ID card number;

      + [Type], is denoted as follows: “CB” - cadres; “CC” - civil servants; “VC” - public employee; “XA” - Commune-level officer and civil servant; “XA0” - Person working in part-time positions at the commune level; “HĐ” - Contract labor, other.

      - QR Code (the maximum length of the QR Code is 130 characters with a size of 12x12mm), with basic information, separated by the character “| ”, including:

      + Card number (random): Maximum length of 4 characters in character and number format;

      + Full name: Maximum length of 25 characters, Vietnamese format;

      + Date of birth: Maximum length of 10 characters, DD/MM/YYYY format (day/month/year);

      + Gender: Maximum length of 3 characters, Vietnamese format;

      + CCCD number: Maximum length of 12 characters, number format;

      + Code of the unit currently working (using unit): Maximum length of 9 characters, character and number format;

      + Name of the managing unit: Maximum length of 30 characters, Vietnamese format;

      + Position, title, and position: Maximum length of 17 characters, Vietnamese format;

      + URL link (Url) to check information, status of the card (card is active, card is locked, withdrawn, expired, etc.): Maximum length of 20 characters, character and number format.

      - Double stripes, corresponding to the objects according to the administrative hierarchy:

      + Red stripe: Managers at the level of Department, Provincial Department and equivalent or higher (senior);

      + Dark blue stripe: Civil servants, public servants (including commune-level officers and civil servants);

      + Light green stripe: People working in non-professional positions at the commune level, contract labor and other objects.

      Back side:

      - Dark red background, printed with the national emblem in gold color according to regulations.

      - Name of the Ministry, agency, or locality in gold.

      - Information of the intermediary payment organization, credit institution (if any).

      What information does the electronic public employee card in Vietnam contain?

      Pursuant to Clause 1 Article 2 of Decision 838/QD-BNV in 2023 stipulating regulation on electronic employee cards as follows:

      Technical regulations

      1. General regulations

      a) The electronic employee card is a card with an electronic device (RFID chip), which contains basic information of the individual as well as information related to the agency, unit of work, position, title, and position of the employee.

      The card is issued to civil servants, public servants, and employees in administrative agencies and public service units to use in official activities, perform tasks; enter, move, present, control working hours in agencies, offices, support the implementation of paperwork simplification,... Depending on the needs, civil servants, public servants, and employees may use other conveniences of the card for convenience in daily life and living, exploiting public services, ...; thereby promoting the modernization of the office, raising the awareness and culture of public communication of civil servants, public servants, strengthening the effectiveness of state management of civil servants, public service, administrative reform; digital transformation, gradually forming digital civil servants, building a digital government, digital government, smart city.

      b) Information printed on the card and stored in the chip is extracted from the National Database of civil servants, public servants, and employees in government agencies.

      c) The Ministry of Home Affairs is responsible for managing the technical standards of card blanks and the electronic card database; Ministries, agencies, and localities manage card blanks, electronic cards (including the recall of cards, locking of cards) and organize the printing of card blanks; personalize, print cards to serve the issuance and replacement of cards for civil servants, public servants, and employees under the jurisdiction.

      d) Depending on management requirements, technical requirements and the level of office modernization, Ministries, agencies, and localities may select the technical regulations in this Decision and other relevant regulations to apply to subjects who are workers, non-professional people at the commune level and other subjects; expand the features and functions of the electronic card (integrated with bank card services, integrated with social insurance cards, health insurance cards, agency access control, electronic clocking, ...) appropriate to the actual situation.

      As regulations above, the electronic public employee card in Vietnam contain following information:

      - Basic information of the individual

      - Information related to the agency, unit of work, position, title, and position of the public employee.

      What are the size and design of the electronic public employee card in Vietnam?

      Purusant to Clause 3.b, Article 2 of Decision 838/QD-BNV in 2023 stipulating the size and design of the electronic public employee card in Vietnam as follows:

      - Card size: Size: 85.725 x 53.975mm (length x width), tolerance 0.1mm; thickness: 0.76mm, tolerance 0.08mm.

      - Card blanks are printed in offset color, 04 CMYK colors, with security and safety technology, with a scratch-resistant, water-resistant, fade-resistant coating, matte or glossy on both sides.

      - The card core is white according to the standard.

      - The card body meets ISO 7811-6 standard; rounded corners.
