On November 10, 2023, implementing the Program of the 6th session, the National Assembly voted to pass the Resolution on the 2024 Socio-Economic Development Plan.

According to Resolution 27-NQ/TW of 2018 of the Party Central Committee, the salary reform policy for cadres, civil servants, public employees, armed forces and workers in enterprises is implemented from July 1, 2024.

And if nothing changes, the new 2024 salary table for civil servants after salary reform will officially be applied from July 1, 2024.

The new salary schedule of civil servants after salary reform is prescribed as follows:

New salary structure:

- Basic salary (accounting for about 70% of the total salary budget) and allowances (accounting for about 30% of the total salary budget).

- Additional bonus (bonus fund equals about 10% of the year's total salary fund, excluding allowances).

The new 2024 salary table for officials and civil servants includes:

- 01 position salary schedule applicable to cadres and civil servants holding leadership positions in the political system from central to commune level.

- 01 professional and professional salary table according to civil servant ranks and professional titles, applicable generally to civil servants who do not hold leadership positions.

The design of the new payroll is determined based on the following factors:

- Abolish the current base salary and salary coefficient, establish a base salary equal to a specific amount in the new salary table.

- Uniformly implement the labor contract regime according to the provisions of the 2019 Labor Code (or service provision contracts) for those doing executive and serving jobs (requires below-secondary training level). level), the salary schedule of civil servants and public employees is not applied to these subjects.

- Determine the lowest salary of civil servants in the public sector is the salary of people doing jobs requiring intermediate level 1 training level which is not lower than the lowest salary of trained workers in the business sector.

- Expand the salary relationship as a basis for determining specific salary levels in the payroll system, gradually approaching the salary relationship of the business sector in accordance with the State's resources.

- Complete the regime of regularly increasing salary levels and increasing salary levels ahead of time for officials and civil servants in accordance with the regulations of the new salary table.

In Article 12 of the Law on Cadres and Civil Servants 2008, there are regulations on the rights of cadres and civil servants regarding salaries and salary-related regimes as follows:

Rights of cadres and civil servants to salaries and salary-related regimes

1. To be paid by the State salaries matching with assigned tasks and powers and suitable to national socio-economic conditions. Cadres and civil servants working in mountainous, border, islands, deep-lying, remote and ethnic minority areas and areas with especially difficult socio-economic conditions or in hazardous and dangerous sectors and occupations are entitled to allowances and incentive policies according to law.

2. To enjoy overtime and night-work pays, working trip allowances and other benefits according to law.

Thus, regarding salaries and salary-related regimes, civil servants enjoy the following benefits:

- Ensure salaries commensurate with assigned tasks and powers, in accordance with the country's socio-economic conditions.

Working in mountainous areas, borders, islands, remote areas, ethnic minority areas, areas with extremely difficult socio-economic conditions or in industries and occupations with toxic and dangerous environments Insurers enjoy allowances and preferential policies.

- Receive overtime pay, night work pay, per diem and other benefits.

What positions and titles do commune-level cadres and civil servants include?

In Article 61 of the Law on Cadres and Civil Servants 2008, amended by Clause 13, Article 1 of the Law on Cadres and Civil Servants and the amended Law on Public Employees 2019, there are regulations on posts and titles of commune-level cadres and civil servants as follows:

1. Commune-level cadres and civil servants defined in Clause 3, Article 4 of this Law include commune-level cadres and commune-level civil servants.

2. Posts of commune-level cadres include:

a/ Party committee secretary and deputy secretary;

b/ People’s Council chairman and vice chairman;

c/ People’s Committee president and vice president;

d/ Vietnam Fatherland Front Committee president;

e/ Ho Chi Minh Communist Youth Union secretary;

f/ Vietnam Women’s Union president;

g/ Vietnam Peasants Association president (applicable to communes, wards and townships with agricultural, forestry, fishery and salt-making activities and Vietnam Peasants Association chapter);

b/ Vietnam Veterans’ Association president

3. Posts of commune-level civil servants include:

a) Chief of Police officer (applicable to communes and towns that have not yet organized a formal police force according to the provisions of the Law on People's Public Security No. 37/2018/QH14);

b/ Military chief commander;

c/ Administrative-statistics clerk;

d/ Land-construction-urban area and environment officer (for wards and townships) or land-agriculture-construction and environment officer (for communes):

e/ Financial controller-accountant:

f/ Justice-civil status officer;

g/ Culture- social affairs officer.

Commune-level civil servants are managed by the district level.

4. Commune-level cadres and civil servants defined in Clauses 2 and 3 of this Article include also cadres and civil servants rotated, transferred or seconded to commune level.

5. On the basis of local socio-economic conditions, size and characteristics, the Government shall specify the numbers of commune-level cadres and civil servanis.

Note: Cadres and civil servants at the upper commune level include cadres and civil servants who are transferred, or seconded to the commune level in Vietnam.
