c/ Chairmen and Vice Chairmen of, holders of head and deputy posts and persons working in organizations other than public non-business units under, Management Boards of industrial parks, export-processing zones and economic zones under People's Committees.

Article 8 of Decree 24/2014/ND-CP stipulates that departments (specialized agencies) are organized uniformly in localities under the Provincial People's Committee, including: ... Department of Natural Resources and Environment.

=> Thus, based on the above regulations in Vietnam, the Deputy Director of the Department of Natural Resources and Environment is on the payroll of a civil servant in the administrative agency at the provincial level.
