From August 1, 2024, is it possible to get vehicle license plates on VNeID when registering a vehicle for the first time?

Based on Clause 5, Article 12 of Circular 24/2023/TT-BCA, supplemented by Clause 7, Article 2 of Circular 28/2024/TT-BCA (effective from August 1, 2024), regulating the first-time vehicle registration procedures as follows:

First-time vehicle registration procedures....2. After the vehicle registration officer checks the vehicle documents and ensures they are valid, license plates will be issued according to the following regulations:a) Issue new license plates for cases where the vehicle owner has not been issued an identification license plate or has an identification license plate but is registering another vehicle;b) Reissue according to the identification license plate number if that identification license plate has been revoked.If the vehicle or vehicle documents do not meet the requirements, the vehicle owner shall supplement and complete the documents according to the instructions of the vehicle registration officer on the document guidance sheet.....5. In case a Vietnamese citizen performs the first-time vehicle registration using the full online public services for domestically manufactured and assembled vehicles on the public service portal or the National Identification Applicationa) The vehicle owner follows the provisions of Clause 2, Article 9 of this Circular, does not need to bring the vehicle to the vehicle registration authority; and registers to use public postal services to receive the vehicle registration certificate and license plates. When receiving the vehicle registration certificate and license plates, the vehicle owner sends the Inspection Certificate of Factory Quality (with machine number, chassis number, stamped by the manufacturer) to the vehicle registration authority via public postal services;If the vehicle owner does not submit the Inspection Certificate of Factory Quality (with machine number, chassis number, stamped by the manufacturer) or if the machine number and chassis number provided are incorrect, the vehicle owner must bring the vehicle to the vehicle registration authority to verify the machine number and chassis number and receive the vehicle registration results;b) The vehicle owner performs the license plate issuance on the public service portal or on the National Identification Application as stipulated in Clause 2, Article 12 of this Circular;....

Thus, from August 1, 2024, in the case of first-time registration for domestically manufactured and assembled vehicles, Vietnamese citizens can issue license plates on the public service portal or the National Identification Application (VNeID). Specifically, the vehicle owner can issue license plates on VNeID in the following cases:

- Issuing new license plates to the vehicle owner who has not been issued an identification license plate or has an identification license plate but registers another vehicle.- Reissuing according to the identification license plate number if that identification license plate has been revoked.

How is the first-time vehicle registration procedure carried out?

Based on Clauses 1 and 2, Article 12 of Circular 24/2023/TT-BCA, amended by Clause 6, Article 2 of Circular 28/2024/TT-BCA, the first-time vehicle registration procedure is as follows:

Step 1: Organizations and individuals registering vehicles login to the public service portal and are responsible for fully declaring the content stipulated in the vehicle registration declaration form, digitally signing or signing, clearly writing their full name, and stamping (if it is an agency or organization).

After successfully declaring, the vehicle owner receives an online vehicle registration file code and an appointment for processing the documents, which is notified via phone message or email by the public service portal to complete the vehicle registration procedures; the vehicle owner provides the vehicle registration file code to the vehicle registration authority to complete the vehicle registration procedures as stipulated.

After that, bring the vehicle to the vehicle registration authority and submit the vehicle documents and personal documents according to the provisions in Articles 10 and 11 of Circular 24/2023/TT-BCA.

Step 2: After the vehicle registration officer checks the vehicle documents and ensures they are valid, license plates will be issued according to the following regulations:

- Issuing new license plates to the vehicle owner who has not been issued an identification license plate or has an identification license plate but registers another vehicle;- Reissuing according to the identification license plate number if that identification license plate has been revoked.

If the vehicle or vehicle documents do not meet the requirements, the vehicle owner shall supplement and complete the documents according to the instructions of the vehicle registration officer on the document guidance sheet.

Step 3: Receive the appointment notice, pay the vehicle registration fee, and receive the license plates (if license plates are issued according to Point a, Clause 2, Article 12 of Circular 24/2023/TT-BCA); if the vehicle owner wishes to receive the vehicle registration results via public postal services, they register with the public postal service entity.

Step 4: Receive the vehicle registration certificate and license plates (if license plates are issued according to Point b, Clause 2, Article 12, Circular 24/2023/TT-BCA) at the vehicle registration authority or from the public postal service entity.

What does the first-time vehicle registration file include?

According to Article 8 of Circular 24/2023/TT-BCA, the first-time vehicle registration file includes:

- Vehicle registration declaration form.- Vehicle owner's documents.- Vehicle documents.
