On January 2, 2025, the People's Committee of Hanoi City issued Plan 01/KH-UBND in 2025 regarding the review and reorganization of the organizational structure of specialized agencies, administrative organizations, and public service providers in Hanoi's government sector.
In Section 1 of Plan 01/KH-UBND in 2025, the objectives for reviewing and reorganizing the organizational structure of specialized agencies, administrative organizations, and public service providers in the Hanoi government sector are as follows:
(1) Implement reorganization and streamlining of the apparatus of specialized agencies, administrative organizations, and public service providers under the Hanoi People's Committee; ensure that the specialized departments under district-level People's Committees operate efficiently and effectively; fully promote the position, role, functions, tasks, and powers of units in order to build a professional, modern, clean, strong, public, and transparent administration serving the People; ensure seamless management from the City to local levels, consistent with the unique characteristics of the Capital.
(2) The reorganization process should avoid overlapping or duplicating functions and tasks, coupled with restructuring and improving the quality of officials and public employees to ensure sufficient qualities and competencies to meet the demands of the new era.
(3) Identify and assign specific tasks to the heads of agencies, units, and localities to implement and ensure the goals, requirements, and progress set forth.

What are the anticipated plans for streamlining and organizing the apparatus of provincial departments and authorities targeted for consolidation or merger in Hanoi?
In Subsection 1 of Section 2 of Plan 01/KH-UBND in 2025, the anticipated plans for streamlining and organizing the apparatus of provincial departments and authorities targeted for consolidation or merger in Hanoi are stipulated as follows:
- Merge the Department of Planning and Investment and the Department of Finance to establish the Department of Economics and Finance and organize the arrangement of specialized departments and public service providers.
- Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development to form the Department of Agriculture and Environment and organize the arrangement of specialized departments and public service providers.
- Merge the Department of Information and Communications and the Department of Science and Technology to create the Department of Science, Technology, and Communications and organize the arrangement of specialized departments and public service providers.
- Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs to establish the Department of Home Affairs and Labor, organizing the arrangement of specialized departments and public service providers, in which:
+ Implement state management functions over the sectors and fields currently assigned to the Department of Home Affairs and assume the functions of state management over labor, wages, and employment in the business sector, social insurance; occupational safety and health; people with meritorious service; gender equality from the Department of Labor, War Invalids and Social Affairs.
+ Transfer state management functions over vocational education to the Department of Education and Training.
+ Transfer state management functions over social protection, children, and prevention and control of social evils to the Department of Health.
+ Transfer state management functions over poverty reduction to the Ethnic Minority and Religions Committee.
- Merge the Department of Foreign Affairs with the Office of the City People's Committee; transfer the functions, tasks, organizational structure, and staffing of the Department of Foreign Affairs to come under the Office of the City People's Committee; carry out internal reorganization accordingly.
- Merge the Management Board of Industrial and Export Processing Zones and the Management Board of Hoa Lac Hi-Tech Park to establish the Management Board of the Hi-Tech and Industrial Zones of the City and organize the arrangement of specialized departments and public service providers.
- As for the Department of Planning-Architecture and the Department of Construction: Based on the conclusion of the Central Steering Committee on the summary of Resolution No. 18-NQ/TW and the decision of the competent authority to conduct a review and reorganization.
What are regulations on classification of the administrative unit in Vietnam?
According to Article 3 of the Law on Local Government Organization 2015 on the classification of administrative units:
Article 3. Classification of administrative units
- Classification of administrative units serves as a basis for developing socio-economic development policies; building the organizational structure, policies, and policies for local government officials suitable for each type of administrative unit.
- The classification of administrative units must be based on criteria concerning population size, natural area, number of subordinate administrative units, socio-economic development level, and specific characteristics of each type of administrative unit in rural, urban, and island areas.
- Administrative units are classified as follows:
a) Hanoi City and Ho Chi Minh City are special-level provincial administrative units; other provincial-level administrative units are classified into three types: Type I, Type II, and Type III;
b) District-level administrative units are classified into three types: Type I, Type II, and Type III;
c) Commune-level administrative units are classified into three types: Type I, Type II, and Type III.
- Based on the provisions in clauses 2 and 3 of this Article, the Government of Vietnam shall submit to the Standing Committee of the National Assembly specific criteria, authority, and procedures for classifying administrative units.
Administrative units are classified as follows:
- Hanoi City and Ho Chi Minh City are considered special provincial-level administrative units; other provincial-level administrative units are categorized into three types: Type 1, Type 2, and Type 3.
- District-level administrative units are categorized into three types: Type 1, Type 2, and Type 3.
- Commune-level administrative units are categorized into three types: Type 1, Type 2, and Type 3.
