Guidelines for the state management standards for individuals with a degree in advanced political theory in Vietnam
On April 5, 2024, the Ministry of Home Affairs issued the Official Dispatch 1848/BNV-CCVC in 2024 on professional exchange.
The state management standards for individuals with a degree in advanced political theory are regulated as follows:
- In cases where they were appointed to the position of senior specialist or senior expert according to the provisions of the law before August 1, 2022:
+ They are recognized as meeting the state management standards of the appointed official position.
+ They are not required to meet the corresponding state management standards in the case of standards for leadership positions and managerial titles.
- In cases where they hold a degree in advanced political theory and public administration before June 30, 2022, the regulations in Clause 3, Article 2 of Decree 89/2021/ND-CP shall be applied.
Therefore, they are not required to fulfill the corresponding state management standards in the case of standards for leadership positions, managerial titles, as prescribed.

What certificate do officials holding state managing and leading positions need to have in order to meet the state management standards in Vietnam?
According to Clause 3, Article 6 of Decree 29/2024/ND-CP, officials holding state managing and leading positions must have the following certificates to meet the state management standards:
(1) Certificate of training on knowledge and skills in state management for senior specialists and equivalent positions:
Applicable to the following positions and titles:
- Deputy Minister, Deputy Head of a ministry-level agency (referred to as Deputy Minister);
- Bureau Chief, Department Director, Chief of Office of a ministry, Chief Inspector of a ministry (referred to as Bureau Chief and equivalent within the ministry);
- General Director and equivalent;
- Deputy General Director and equivalent;
- Bureau Chief, Department Director, Chief of Office, Chief Inspector of a general department (referred to as Bureau Chief and equivalent within the general department);
- Director of a provincial department, Chief of Office of the National Assembly and People's Council, Chief of Office of a provincial People's Committee, Provincial Inspectorate Chief, Chairman of an Ethnic Affairs Committee (referred to as Director of a provincial department and equivalent);
(2) Certificate of training on knowledge and skills in state management for chief specialists and equivalent positions:
Applicable to the following positions and titles:
- Deputy Bureau Chief, Deputy Department Director, Deputy Chief of Office of a ministry, Deputy Chief Inspector of a ministry;
- Head of Division within a bureau, department, office of a ministry, Inspectorate of a ministry; Chief of Office of a general department, Chief Inspector of a general department, Chief of a sub-department within a general department;
- Deputy Bureau Chief, Deputy Department Director, Deputy Chief of Office, Deputy Chief Inspector of a general department;
- Deputy Director of a provincial department, Deputy Chief of Office of the National Assembly and People's Council, Deputy Chief of Office of a provincial People's Committee, Deputy Provincial Inspectorate Chief, Deputy Chairman of an Ethnic Affairs Committee;
(3) Certificate of training on knowledge and skills in state management for specialists and equivalent positions.
Applicable to the following positions and titles:
- Head of Division within a bureau, department, office of a ministry, Inspectorate of a ministry; Chief of Office of a general department, Chief Inspector of a general department, Chief of a sub-department within a general department (referred to as Division Head and equivalent within the ministry);
- Deputy Head of Division within a bureau, department, office of a ministry, Inspectorate of a ministry; Deputy Chief of Office of a general department, Deputy Chief Inspector of a general department, Deputy Chief of a sub-department within a general department (referred to as Deputy Division Head and equivalent within the ministry);
- Head of Division within a sub-department within a general department;
- Deputy Head of Division within a sub-department within a general department.
- Deputy Bureau Chief, Deputy Department Director, Deputy Chief of Office, Deputy Chief Inspector of a general department (referred to as Deputy Bureau Chief and equivalent within the general department);
- Head of Division within a general department, office, Inspectorate of the general department; Chief of Office of the general department, Chief Inspector of the general department, Chief of a sub-department within the general department (referred to as Division Head and equivalent within the general department);
- Deputy Head of Division within a general department, office, Inspectorate of the general department; Deputy Chief of Office of the general department, Deputy Chief Inspector of the general department, Deputy Chief of a sub-department within the general department (referred to as Deputy Division Head and equivalent within the general department);
- Head of Division within a sub-department within the general department;
- Deputy Head of Division within a sub-department within the general department.
- Deputy Director of a provincial department, Deputy Chief of Office of the National Assembly and People's Council, Deputy Chief of Office of a provincial People's Committee, Deputy Provincial Inspectorate Chief, Deputy Chairman of an Ethnic Affairs Committee;
- Sub-department Chief, Board Head, Division Head within a provincial department; Division Head within the Office of the National Assembly and People's Council, Division Head within the Office of a provincial People's Committee, Chief of Office of a provincial department, Provincial Inspectorate Chief, Division Head within an Ethnic Affairs Committee;
- Deputy Sub-department Chief, Deputy Board Head, Deputy Division Head within a provincial department; Deputy Division Head within the Office of the National Assembly and People's Council, Deputy Division Head within the Office of a provincial People's Committee, Deputy Chief of Office of a provincial department, Deputy Provincial Inspectorate Chief, Deputy Division Head within an Ethnic Affairs Committee;
- Division Head and equivalent within a sub-department, board within a provincial department;
- Deputy Division Head and equivalent within a sub-department, board within a provincial department.
- Chief of Office of the People's Council and People's Committee, Division Head within a district-level People's Committee;
- Deputy Chief of Office of the People's Council and People's Committee, Deputy Division Head within a district-level People's Committee.
What is the time limit for completing the standards on political theory and state management in Vietnam?
According to Article 34 of Decree 29/2024/ND-CP, the time limit for completing the standards on political theory and state management is as follows:
Case 1: If the standards on political theory and state management have not been met, the following completion deadlines apply:
+ Within 36 months for the standards on political theory, starting from May 1, 2024.
+ Within 12 months for the standards on state management, starting from May 1, 2024.
Except in the following cases:
- If the age of retirement is less than 36 months, there is no obligation to complete the standards on political theory.
- If the age of retirement is less than 24 months, there is no obligation to complete the standards on state management.
Case 2: If the appointment or reappointment process has been carried out according to the regulations of the Party and the law, but no appointment decision has been made:
The process must continue, and the standards on political theory and state management must be completed within the deadlines specified in Case 1.
Case 3: In the case of appointments due to merger, consolidation, division, organizational restructuring, model conversion, or changing the name of the organization:
After the appointment, the standards on political theory and state management must be completed within the deadlines specified in Case 1.
Note: If the specified deadlines have passed and the standards have not been met, reconsideration and withdrawal of appointment decisions, as well as appropriate professional job arrangements, will be considered.
