At the 8th session, the 15th National Assembly voted to pass Resolution 175/2024/QH15 to establish Hue as a central-affiliated city of Vietnam with 458 out of 461 National Assembly deputies voting in favor, accounting for 95.62% of the total deputies. Resolution 175/2024/QH15 comes into effect on January 1, 2025.
The establishment of Hue as a central-affiliated city of Vietnam is based on the entire natural area of 4,947.11 km² and a population of 1,236,393 people in Thua Thien Hue province.
Hue City borders Da Nang City, Quang Nam province, Quang Tri province; the Lao People's Democratic Republic and the East Sea.

What are the standards for a central-affiliated city in Vietnam?
According to Article 4 of Resolution 1211/2016/UBTVQH13 (amended by Clause 4, Article 1 of Resolution 27/2022/UBTVQH15), the standards for a central-affiliated city are stipulated as follows:
- Population size must be 1,000,000 people or more
- Natural area must be 1,500 km² or more
- Administrative units under jurisdiction:
+ There must be 09 or more district-level administrative units
+ The ratio of districts, townships, and cities under jurisdiction to total district-level administrative units must be 60% or more, including at least 02 districts
- Recognized as a special-grade urban area or type-1 urban area; or the area planned to become a central-affiliated city has been classified to meet the criteria of special-grade or type-1 urban areas
- Economic - social development level must meet the following:
+ Sufficient budget revenue-expenditure balance
+ Average per capita monthly income compared to the national average (times): 1.75
+ Economic growth rate for the last 3 years (%): Achieved national average
+ Multifaceted poverty rate average for the last 3 years (%): Achieved national average
+ Proportion of industry, construction, and services in the economic structure: 90%
+ Ratio of non-agricultural labor in urban districts, commune-level towns, and districts: 90%
What are the classification standards and scoring method for classifying a central-affiliated city in Vietnam?
According to Article 15 of Resolution 1211/2016/UBTVQH13 (amended by Clause 18, Article 1 of Resolution 27/2022/UBTVQH15), the classification standards and scoring method for a central-affiliated city in Vietnam are stipulated as follows:
Article 15. Classification standards and scoring method for classifying a central-affiliated city
- A population size of up to 1,000,000 people is scored 20 points; for populations exceeding 1,000,000, every additional 30,000 people are scored an additional 0.5 points, but not exceeding 30 points.
- A natural area of up to 1,000 km² is scored 20 points; for areas exceeding 1,000 km², every additional 50 km² is scored an additional 0.5 points, but not exceeding 25 points.
- Number of subordinate administrative units:
a) Having up to 10 district-level administrative units is scored 2 points; for more than 10 units, every additional unit is scored an additional 0.5 points, but not exceeding 6 points;
b) Having a ratio of districts to total district-level administrative units of 40% or less is scored 1 point; for ratios exceeding 40%, every additional 5% is scored an additional 0.5 points, but not exceeding 4 points.

+ Average per capita income from the national average downwards is scored 1 point; for income above the national average, every additional 5% is scored an additional 0.25 points, but not exceeding 2 points
+ Economic growth rate from the national average downwards is scored 1 point; for rates above the national average, every additional 0.5% is scored an additional 0.25 points, but not exceeding 2 points
+ Non-agricultural labor ratio from 65% or less is scored 1 point; for ratios above 65%, every additional 5% is scored an additional 0.25 points, but not exceeding 2 points;
+ Labor ratio through training from the national average downwards is scored 1 point; for ratios above the national average, every additional 5% is scored an additional 0.25 points, but not exceeding 2 points
+ Bed ratio per 10,000 people from the national average downwards is scored 0.5 points; for ratios above the national average, every additional 5% is scored an additional 0.25 points, but not exceeding 1.5 points
+ Doctor ratio per 10,000 people from the national average downwards is scored 0.5 points; for ratios above the national average, every additional 5% is scored an additional 0.25 points, but not exceeding 1.5 points
+ Poverty rate according to the multidimensional poverty standard from the national average upwards is scored 1 point; for rates below the national average, reducing by every 0.5% is scored an additional 0.25 points, but not exceeding 2 points
- Specific factor: a temporary population ratio converted from 10% to 20% compared to the permanent population is scored 1 point; for ratios above 20%, every additional 5% is scored an additional 0.5 points, but not exceeding 5 points.
