Duties and Powers of the Preschool Education Department under the Ministry of Education and Training
Duties and powers of the Department of Preschool Education under the Ministry of Education and Training are stipulated in Article 14 of Decision 3535/QD-BGDDT in 2014 on regulations on functions, duties, powers, and organizational structure of units assisting the Minister in performing state management functions under the Ministry of Education and Training. Specifically:
- Assist the Minister in managing the curriculum, content, and teaching plans of all types of preschools and classes; manage, evaluate, and compile reports on preschool education nationwide over various periods and academic years. Propose and submit to the Minister policies and measures to ensure the development of preschool education.
- Preside over, cooperate with relevant agencies and units to assist the Minister in:
+ Developing and issuing regulations on standards, processes, operational methods, number, and composition of members of the National Council for the appraisal of programs and materials pertaining to preschool education, and proposing the establishment of the Council; act as the standing body and secretary for the Council;
+ Issuing the preschool education program; direct and organize the implementation of pilot programs;
+ Directing the universal preschool education for 5-year-old children;
+ Organizing the development of standards for types of preschools, key schools, and national standard schools in preschool education. Guide, direct, and inspect the recognition of national standard preschools in localities;
+ Organizing the compilation and appraisal of training materials and teaching guides related to preschool education; organize conferences, seminars, training, and professional development classes for preschool teachers according to the content, program, and plans issued by the Minister;
+ Summarizing, disseminating, and popularizing initiatives, experiences, and scientific knowledge on the care and education of children to parents and the community.
- Preside over assisting the Minister in directing and evaluating localities in:
+ Managing preschool educational institutions with the participation of investment, collaboration from foreign organizations and individuals;
+ Applying scientific research, technology, and environmental protection in preschool educational institutions;
+ Evaluating the quality and conditions that ensure the quality of preschool education;
+ Exploring and applying information technology in the care, nurturing, and education of children, contributing to innovation in the organization of educational activities and the renewal of assessment and evaluation methods.
+ Developing and guiding the implementation of the Vietnamese preparation program for preschool children in ethnic minority areas before entering grade 1.
