On February 24, 2025, the Government of Vietnam issued Decree 28/2025/ND-CP, which stipulates the functions, responsibilities, authority, and organizational structure of the Ministry of Foreign Affairs.
Article 1 of Decree 28/2025/ND-CP defines the Ministry of Foreign Affairs as a governmental agency of the Government of Vietnam, responsible for unified state management of foreign affairs within the political system, including:
- Diplomatic affairs, national boundaries, territorial issues, affairs related to the Vietnamese community abroad, international treaties, international agreements, management of representative offices of the Socialist Republic of Vietnam abroad, and activities of foreign representative offices in Vietnam.
- State management of public services in the areas under the Ministry’s jurisdiction according to legal regulations; advising and implementing strategic direction and deployment of foreign policies and activities of the Communist Party and the State, directing people's foreign affairs and local foreign affairs according to regulations.
Decree 28/2025/ND-CP takes effect on March 1, 2025.

According to Article 3 of Decree 28/2025/ND-CP, the organizational structure is as follows:

Additionally, the European Department is organized into five divisions; the Personnel Organization, Legal and International Treaties Departments are organized into four divisions; the American, Northeast Asia, Southeast Asia - South Asia - South Pacific, and Middle East - Africa Departments are organized into three divisions.
The Minister of Foreign Affairs shall submit to the Prime Minister of the Government of Vietnam the regulations on the functions, responsibilities, authority, and organizational structure of the Diplomatic Academy and issue a list of other public service providers under the Ministry of Foreign Affairs.
How many deputy ministers does the Ministry of Foreign Affairs of Vietnam have?
According to Article 21 of the Law on the Organization of the Government of Vietnam 2025 on Deputy Ministers and Vice Chiefs of Ministerial-Level Agencies:
Article 21. Deputy Ministers, Vice Chiefs of Ministerial-Level Agencies
- Deputy Ministers and Vice Chiefs assist Ministers and Chiefs of Ministerial-Level Agencies in carrying out duties assigned by the Ministers and Chiefs and bear responsibility to the Ministers and Chiefs for assigned tasks.
- The number of Deputy Ministers and Vice Chiefs of Ministerial-Level Agencies shall not exceed 5; the Ministry of National Defense, Ministry of Public Security, and Ministry of Foreign Affairs shall not exceed 6, except in cases of personnel mobilization and rotation as required by competent authorities.
Under the above regulation, the number of Deputy Ministers of the Ministry of Foreign Affairs shall not exceed 6, except in cases of personnel mobilization or rotation as required by competent authorities.
Note: The Law on the Organization of the Government of Vietnam 2025 takes effect on March 1, 2025.
