Decree 169/2024/ND-CP guiding the organization and operation of the People's Committee of wards in Hanoi
On December 27, 2024, the Government of Vietnam issued Decree 169/2024/ND-CP detailing the organization and activities of the Ward People's Committees of Hanoi (hereinafter referred to as the city).
Decree 169/2024/ND-CP applies to:
- The Ward People's Committees and officials working at the Ward People's Committees of Hanoi (hereinafter referred to as the Ward People's Committees).
- Other relevant agencies, organizations, and individuals.
Decree 169/2024/ND-CP takes effect from January 1, 2025.

What is the organizational structure of the Ward People's Committees in Hanoi?
According to Article 3 of Decree 169/2024/ND-CP, the organizational structure of the Ward People's Committees is specified as follows:
Article 3. Organizational Structure of the Ward People's Committees
- The organizational structure of the Ward People's Committees is implemented in accordance with Point a, Clause 3, Article 13 of the Capital Law.
- Other officials of the Ward People's Committees include:
a) Chief of the Military Command Committee;
b) Office - Statistics;
c) Land management - Construction - Urban and Environment;
d) Finance - Accounting;
dd) Justice - Civil status;
e) Culture - Society.
The organizational structure of the Ward People's Committees in Hanoi is specified as follows:
- The Ward People's Committees consist of the Chairman, Vice Chairmen, and other officials of the ward. Type I and Type II wards have no more than 02 Vice Chairmen of the Ward People's Committee, while Type III wards have 01 Vice Chairman of the Ward People's Committee.
- The Chairman and Vice Chairmen of the Ward People's Committees are officials holding leadership and management positions of the Ward People's Committees.
- Other officials of the Ward People's Committees include:
+ Chief of the Military Command Committee;
+ Office - Statistics;
+ Land management - Construction - Urban and Environment;
+ Finance - Accounting;
+ Justice - Civil status;
+ Culture - Society.
What are the responsibilities of the Chairman of the Ward People's Committees in Hanoi?
According to Article 5 of Decree 169/2024/ND-CP, the responsibilities of the Chairman of the Ward People's Committees are defined as follows:
Article 5. Responsibilities of the Chairman of the Ward People's Committees
- The Chairman of the Ward People's Committees is the head of the Ward People's Committees, responsible for leading, managing, and overseeing all activities of the Ward People's Committees according to the Working Regulations of the Ward People's Committees, ensuring the principles of democratic centralism and compliance with legal provisions.
- Issuing the Working Regulations of the Ward People's Committees.
- Being accountable to the People's Council, the People's Committee, the Chairman of the People's Committee of the district, district-level town, and city under the city, and before the law for implementing the duties and powers of the Ward People's Committees.

Thus, the responsibilities of the Chairman of the Ward People's Committees in Hanoi are as follows:
- The Chairman of the Ward People's Committees is the head of the Ward People's Committees, responsible for leading, managing, and overseeing all activities of the Ward People's Committees according to the Working Regulations of the Ward People's Committees, ensuring the principles of democratic centralism and compliance with legal provisions.
- Issuing the Working Regulations of the Ward People's Committees.
- Being accountable to the People's Council, the People's Committee, the Chairman of the People's Committee of the district, district-level town, and city under the city, and before the law for implementing the duties and powers of the Ward People's Committees.
- Directly using and managing officials working at the Ward People's Committees according to the provisions of the Capital Law and according to the decentralization and authorization of the city People's Committee, the Chairman of the city People's Committee; the People's Committee and the Chairman of the district, district-level town, and city under the city People's Committee.
- Signing documents of the Ward People's Committees as the Chairman of the Ward People's Committees, the head of the state administrative agency at the ward level, and being responsible for documents of the Ward People's Committees.
- If the Chairman of the Ward People's Committees violates responsibilities, they will be considered for handling according to regulations.
