What issues are laws enacted by the National Assembly to regulate?
Pursuant to Article 15 of the Law on the Promulgation of legislative documents 2015, the National Assembly enacts laws to regulate:
- The organization and operation of the National Assembly, the President, the Government of Vietnam, People's Courts, People's Procuracies, National Election Council, State Audit, Local Government, Administrative-Economic Units, and other agencies established by the National Assembly
- Human rights, basic rights, and obligations of citizens which, according to the Constitution, must be prescribed by law; restrictions on human rights and citizen rights; crimes and penalties
- Fundamental policies on national financial, monetary policies, and the state budget; stipulation, amendment, or abolition of taxes
- Fundamental policies on culture, education, health, science, technology, and environment
- National defense and security
- National ethnic policy, state religious policy
- Ranks and titles in the People's Armed Forces; diplomatic ranks and titles; other state ranks and titles; orders, medals, and state honors
- Fundamental policies on foreign affairs
- Referendum
- The mechanism for constitutional protection
- Other issues under the authority of the National Assembly
What are the grounds for proposing the development of laws and ordinances in Vietnam?
Pursuant to Article 32 of the Law on the Promulgation of legislative documents 2015 on the proposals for the development of laws and ordinances drafting by agencies, organizations:
Article 32. Proposals for lawmaking and ordinance drafting by agencies, organizations
- The President, Standing Committee of the National Assembly, Ethnic Council, Committees of the National Assembly, the Government of Vietnam, Supreme People's Court, Supreme People's Procuracy, State Audit, Central Committee of Vietnam Fatherland Front, and central agencies of member organizations of the Front have the right to present law projects before the National Assembly, and ordinance projects before the Standing Committee of the National Assembly have the right to propose lawmaking and ordinance drafting.
- Proposals for lawmaking and ordinance drafting must be based on the following grounds:
a) Orientation, policy of the Communist Party, policies of the State;
b) Results of law enforcement summary or evaluation of the situation of social relations related to the policy of the draft law, ordinance;
c) Requirements for state management, socio-economic development; ensuring the realization of human rights, basic rights and obligations of citizens; ensuring national defense and security;
d) Commitments in related international treaties to which the Socialist Republic of Vietnam is a member.
Thus, the drafting of proposals for the development of laws and ordinances must be based on the following grounds:

- Requirements for state management, socio-economic development; ensuring the realization of human rights, fundamental rights and obligations of citizens; ensuring national defense and security
