Chairman of the Commune People's Committee Must Receive Citizens Once a Week on Fridays
Must the Chairman of the Communal People's Committee receive citizens once a week on Saturdays?
Based on Point d, Clause 2, Article 15 of the 2013 Law on Citizen Reception, it is stipulated:
- The Chairman of the Communal People's Committee directly oversees the work of citizen reception at the communal level and performs the following tasks:
- Issuing regulations on citizen reception;
...
- Directly receiving citizens at the headquarters of the Communal People's Committee at least one day per week and performing ad-hoc receptions of citizens in cases stipulated in Clause 3, Article 18 of this Law.
Therefore, at least one day per week for citizen reception is required, in urgent cases it may be more than one day and it does not necessarily have to be on Friday, this issue can be flexible locally.
Who is authorized to receive citizens at the communal level?
Based on Clause 2 Article 15 of the 2013 Law on Citizen Reception, it is regulated that the Chairman of the Communal People's Committee directly oversees the work of citizen reception at the communal level and performs the following tasks:
- Issuing regulations on citizen reception.
- Arranging a convenient location and other necessary conditions for citizen reception at the headquarters of the Communal People's Committee.
- Assigning personnel to receive citizens.
- Directly receiving citizens at the headquarters of the Communal People's Committee at least one day per week and performing ad-hoc receptions of citizens in cases stipulated in Clause 3, Article 18 of this Law.
- Closely coordinating with relevant agencies, organizations, and units in receiving citizens and handling cases where multiple people have the same complaints, denunciations, petitions, or reflections; ensuring safety and order for citizen reception activities.
- Summarizing the situation, results of citizen reception work, and reporting periodically and ad-hoc to competent agencies and organizations.
=> Therefore, the authorized individuals to receive citizens at the commune, ward, commune-level town are the Chairman of the Communal People's Committee, officials tasked by the Chairman of the Communal People's Committee, and personnel arranged by the People's Council.
