What documents are included in the profile of a member of Vietnam Communist Party?
Based on Section 2 Guidance 12-HD/BTCTW of 2022 guiding the management of profile of a member of Vietnam Communist Party, issuance of party membership cards, introducing party activities:
II. MANAGEMENT OF PROFILE OF MEMBERS OF VIETNAM COMMUNIST PARTY, ISSUING PARTY MEMBERSHIP CARDS, INTRODUCING PARTY ACTIVITIES
Implement the task of issuing party membership cards, managing profile of a member of Vietnam Communist Party, introducing party activities according to the regulations in Article 6 of the Party Charter, Point 6 of Regulation 24-QD/TW, and Points 7, 8, 9, 10 of Guidance 01-HD/TW, dated September 28, 2021, by the Secretariat "Some specific issues in implementing the Party Charter" (hereinafter referred to as Guidance 01-HD/TW).

1.1- Profile of a member of Vietnam Communist Party
a) When considering admission to the Communist Party
(1) Certificate of attending a training course on Communist Party awareness;
(2) Application form to join the Communist Party;
(3) Personal background of the applicant and related investigation documents;
(4) Introduction letter from an official party member assigned to assist;

According to the above regulations, the profile of a member of Vietnam Communist Party includes the following documents:
[1] When considering admission to the Communist Party
- Certificate of attending a training course on Communist Party awareness;
- Application form to join the Communist Party;
- Personal background of the applicant and related investigation documents;
- Introduction letter from an official party member assigned to assist;
- Resolution introducing an outstanding union member to the Communist Party by the Ho Chi Minh Communist Youth Union or the grassroots trade union (if any);
- Summary of feedback from the political-social organizations where the applicant joins and the branch (or cell) committee where the applicant resides;
[2] After the cell branch examines and agrees on admission to the Communist Party
- Resolution of examination and proposal for admitting a party member by the cell branch;
- Report of verification from the department party committee (if any);
- Resolution of examination and proposal for admitting a party member by the grassroots party committee;
- Decision of party member admission by the competent authority;
- Party member biography;
- Party member card.
[3] When the party member is officially recognized, additional documents are required:
- Certificate of attending a new party member training course;
- Self-criticism report by the probationary party member;
- Evaluation report of the probationary party member by the official party member assigned to assist;
- Summary of feedback from the political-social organizations where the probationary party member joins and the branch (or cell) committee where the probationary party member resides;
- Resolution of examination and proposal for officially recognizing a party member by the cell branch;
- Verification report from the department party committee (if any);
- Resolution of examination and proposal for officially recognizing a party member by the grassroots party committee;
- Decision of official party member recognition and decision to issue a party membership card, decision to award the Communist Party Badge by the competent authority;
- Annual additional documents;
- Investigation and conclusion documents on the party member's background (if any);
- Decisions by competent authorities regarding transfer, appointment, retirement, disability leave, specialization, demobilization, discharge, discipline, awards; copies of diplomas, certificates related to specialization, political theory, foreign languages, information technology, etc.;
- The system of party activity introduction letters since joining the Communist Party;
- Annual self-criticism reports (for the three most recent years) and when transferring party activities of the party member.
Besides the above documents, other accompanying documents in the profile are considered reference materials.
- Documents in the profile (except for the party member card arranged and managed according to separate regulations) are recorded in the document index and organized sequentially as mentioned, filed in a dossier cover for management; the document index in the party member dossier must be reviewed, verified, signed, and stamped by the party committee managing the party member dossiers.
Are members of the Communist Party of Vietnam allowed to question the organization's activities?
Based on Article 3 of the Charter of the Communist Party of Vietnam 2011:
Article 3.
Party members have the right:
- To be informed and discuss issues on political platforms, the Party Charter, the Party's line, guidelines, and policies; to vote on Party matters.
- To stand for election, nominate, and vote for leadership bodies at all levels of the Communist Party according to the regulations of the Central Executive Committee.
- To criticize and question the activities of party organizations and members at all levels within the organization; report, suggest to the responsible agencies, and request responses.
- To present opinions when the party organization evaluates, decides work, or disciplines them.
Probationary party members have the above rights, except for the rights to vote, stand for election, and elect leadership bodies of the Communist Party.
According to the above regulations, criticizing and questioning the activities of party organizations and members at all levels within the organization is one of the rights of party members.
Thus, members of the Communist Party of Vietnam have the right to question the activities of party organizations within the scope of the organization.
