What are regulations on content of task of protecting and caring for the health of provincial officials from December 12, 2023 in Vietnam?
In Article 2, Circular 18/2023/TT-BYT (effective from December 12, 2023) stipulates 05 contents of tasks to protect and care for the health of officials of provinces and centrally run cities from December 12, 2023 is specified as follows:
- Advise on staff health care and protection work
+ Develop programs, projects, schemes, plans, directions, and tasks for the protection and health care of officials, send it to the Provincial and City Department of Protection and Health Care for Officials for comments, submit to competent authorities for review, approval and organize implementation according to regulations and decentralization;
+ Guide, inspect and support the protection and health care of officials in districts, towns, provincial cities and centrally run cities;
+ Coordinate to advise and propose medical examination and treatment regimes for officials under management; regimes for medical staff performing the work of protecting and taking care of the health of officials in the province and city;
+ Organize preliminary and final reviews and reports on implementation of tasks of protecting and caring for the health of officials in the province and city according to regulations.
- Organize and carry out the tasks of protecting and taking care of staff health
+ Health management: Prepare records to monitor and manage staff health for subjects according to regulations and decentralization; Coordinate with the Professional Council for the protection and health care of officials of provinces and cities in classifying the health of officials under management;
+ Receive medical examination, emergency treatment, outpatient and inpatient treatment, and referrals according to regulations; Organize periodic health examinations and checks; Timely treatment and handling of chronic disease developments for staff under management during outpatient treatment; Medical examination, consultation, and health monitoring at home or at work for officials subject to coordinated management according to regulations;
+ Carry out and coordinate health examination and classification before appointing, re-appointing, and introducing candidates for officials under the management of the Provincial Party Standing Committee, City Party Committee, and other subjects managed by the Provincial Standing Committee and City Party Committee regulations;
+ Carry out communication, provide information and advice on health; Provide guidance on disease prevention and control, infectious diseases, non-communicable diseases, disease prevention vaccines, health care and improvement for managed staff;
+ Preside and coordinate with relevant agencies and units to develop and organize plans to ensure health care and handle emergency situations for officials under decentralized management when participating. conferences, events, and work in the area;
+ Coordinate with relevant agencies to implement regimes and policies on employee health care and protection; Organize nursing leave combined with medical treatment in accordance with regulations and specific conditions of each locality.
- Manage and mobilize resources
+ Prepare and manage a list of medical personnel with high professional qualifications and experience in medical examination and treatment activities in the locality to join the professional council for consultation and participate in emergency cases;
+ Manage human resources, facilities, finance, and collateral for the task of protecting and taking care of staff health in accordance with regulations and decentralization;
+ Mobilize or participate in mobilizing resources to handle emergency situations for Party and State leaders when working in the locality and for officials under decentralized management.
- Coordinate protection and health care for officials at department, department, institute and equivalent levels or higher of central agencies; Centrally managed senior officials are working or have retired in the area.
- Perform other tasks when assigned by competent authorities.

What are benefits for senior officials to have their health examined and monitored at home/work in Vietnam?
In section 2.1 Subsection 2 Section 1 Regulation 121-QD/TW 2018 stipulates that senior officials are allowed to examine and monitor their health at home/work as follows:
- For key officials (General Secretary, President, Prime Minister, Chairman of the National Assembly): Doctors access daily health checks.
- For members of the Politburo and Secretary of the Party Central Committee: Doctors monitor health for health check-ups at least twice a week or daily depending on the progress of the health of officials.
- For the Chairman of the Central Committee of the Vietnam Fatherland Front, Vice President, Deputy Prime Minister, Vice Chairman of the National Assembly, General of the Armed Forces: Doctors monitor health and examine health at least once a week or daily depending on the health status of the officer.
- For members of the Party Central Committee, alternate members of the Party Central Committee, heads of party committees, ministers, heads of Central political-social organizations, provincial Party Committee secretaries, and centrally-run city party committees and equivalent positions; Lieutenant General of the Armed Forces:
+ Health type A and type B: Doctor monitors health for health check-up at least once a month and when there is an unexpected request.
+ Health type C and type D: Doctor monitors health for health check-up at least 2 times/month and when there is an unexpected request.
- Deputy heads of party committees, deputy ministers, deputy heads of central political and social organizations, deputy secretaries of provincial and city Party committees, chairmen of People's Councils, chairmen of provincial and city People's Committees Centrally affiliated positions and equivalent positions:
+ Health type A and type B: Doctor monitors health for health check-up at least once every 3 months and when there is an unexpected request.
+ Health type C and type D: Doctor monitors health for health check-up at least once every 2 months and when there is an unexpected request.
- In cases of serious illness with complicated developments, depending on the actual situation, the health monitoring doctor must monitor and examine daily or weekly or as directed by the Professional Council for Health Protection of Officers.
What professional qualifications must doctors and medical staff working in protection and health care of senior officials have in Vietnam?
In Subsection 1, Section 4, Regulation 121-QD/TW 2018, there are regulations on standards for officials and medical staff working to protect and care for the health of officials as follows:
STANDARDS AND POLICIES FOR STAFF AND MEDICAL STAFF WORKING IN PROTECTION AND HEALTH CARE OF STAFF
1- Standard
1.1- Have professional qualifications that meet task requirements, specifically:
- Doctors working at Departments A11, Internal Medicine A, Internal Medicine A1 of hospitals assigned to take care of the health of staff and central health protection departments are general practitioners with postgraduate degree from level I or higher in one of the specialties in internal medicine or emergency resuscitation.
- Specialist doctors working in specialized departments and rooms assigned to examine, treat diseases or perform medical techniques to serve senior officials are specialists with postgraduate qualifications from specialist level I or higher.
- Medical staff working in paraclinical departments, functional exploration... are assigned to perform medical techniques to serve senior staff who are specialists with post-graduate degrees from specialized Faculty level I or higher or bachelor's degree in the right major with university degree or higher.

Thus, doctors and medical staff working to protect and care for the health of senior officials must have the following professional qualifications in Vietnam:
- Doctors working at Departments A11, Internal Medicine A, Internal Medicine A1 of hospitals assigned to take care of the health of staff and central health protection departments:
General practitioner, with a postgraduate degree at level I or higher in one of the specialties of internal medicine or emergency resuscitation.
- Specialists working in specialized departments and rooms assigned to examine and treat diseases or perform medical techniques to serve senior officials:
Specialists have postgraduate qualifications from specialist level I or higher.
- Medical staff working in paraclinical departments, functional exploration... are assigned to perform medical techniques to serve senior officials:
Specialists have a postgraduate degree from a level I specialty or higher or a bachelor's degree in a relevant field with a university degree or higher.
