What documents are included in the plantation liquidation dossier in Vietnam?
Pursuant to Article 9 of Decree 140/2024/ND-CP on the forest plantation liquidation dossier:
Article 9. Forest Plantation Liquidation Dossier
- The dossier for planted forests in the investment stage includes:
a) A proposal for forest plantation liquidation according to Form No. 03 in the Annex issued with this Decree;
b) A liquidation plan for the forest plantation according to Form No. 04 in the Annex issued with this Decree;
c) An on-site inspection record determining the cause and damage to the planted forest according to Form No. 02 in the Annex issued with this Decree. In cases where the on-site inspection record is made following legal regulations before this Decree takes effect, the organization with the planted forest proposed for liquidation may use such record to complete the forest plantation liquidation procedure;
d) A copy of the design and plantation cost estimate;
dd) A copy of the approval decision (project, proposal, etc.) from the competent state authority;
e) A copy of the annual volume acceptance record;
g) A copy of the annual financial report;

What is the land allocation limit for production forest land as plantation for individuals in Vietnam?
According to Article 176 of Land Law 2024 stipulating the limit on agricultural land allocation:
Article 176. Limit on Agricultural Land Allocation
- The limit on allocation of annual crop land, aquaculture land, and salt production land to individuals directly engaged in agricultural production is stipulated as follows:
a) Not more than 03 hectares for each type of land for provinces, centrally-operated cities in the Southeast region and the Mekong Delta;
b) Not more than 02 hectares for each type of land for other provinces, centrally-operated cities.
- The allocation limit for perennial crop land to individuals is not more than 10 hectares for communes, wards, commune-level towns in plains; not more than 30 hectares for communes, wards, commune-level towns in midland, mountainous areas.
3. The allocation limit for land to individuals is not more than 30 hectares for each type of land:
a) Protection forest land;
b) Production forest land as planted forest.
- Individuals allocated multiple types of land among annual crop land, aquaculture land, and salt production land will have a total allocation limit of no more than 05 hectares; if additionally allocated perennial crop land, the allocation limit for perennial crop land is not more than 05 hectares for communes, wards, commune-level towns in plains, not more than 25 hectares for communes, wards, commune-level towns in midland, mountainous areas; if additionally allocated production forest land as planted forest, the allocation limit for production forest land is not more than 25 hectares.
