On September 11, 2024, the Government of Vietnam issued Decree 112/2024/ND-CP Download effective from September 11, 2024, detailing the following issues:
- High yield and quality rice cultivation planning areas
- Crop structure transformation, livestock, and construction of facilities directly serving agricultural production on rice cultivation land

According to Article 10 of Decree 112/2024/ND-CP Download, the regulations on stripping and using the topsoil when constructing projects onland that has been repurposed from rice cultivation land to non-agricultural land are stipulated as follows:
Article 10. Regulations on stripping and using the topsoil when constructing projects onland that has been repurposed from rice cultivation land to non-agricultural land
1. Individuals allocated or leased land by the state when constructing projects on land converted from Arable rice cultivation land to non-agricultural land must have a plan for using the topsoil approved by the competent state authority.
2. The contents of the topsoil use plan include:
a) Information of the individual allocated or leased land requesting the conversion of Arable rice cultivation land;
b) Information about the area of Arable rice cultivation land requested for conversion;
c) The volume of the topsoil after stripping;
d) The plan, location, and purpose of using the stripped topsoil.

1. Individuals allocated or leased land by the state wishing to construct projects on land converted from Arable rice cultivation land to non-agricultural land shall submit a application to the District People's Committee or the Provincial People's Committee (for projects with Arable rice cultivation land area across two districts or more), the application includes:
a) Application for appraisal of the topsoil use plan according to the form in Appendix VII attached to this Decree;
b) The topsoil use plan according to the form in Appendix VIII attached to this Decree;
c) Diagram describing the position of using the stripped topsoil.
