Pursuant to Article 14 of Decree 112/2024/ND-CP Download regulating support for local rice production in Vietnam:
Article 14. Support for local rice production
1. The state budget supports rice production as follows:
a) Support of 1,500,000 VND/ha/year for specialized rice cultivation land;
b) Support of 750,000 VND/ha/year for other rice cultivation land, excluding spontaneously expanded upland rice land not following the planning, plan for using rice cultivation land;
c) Additional support of 1,500,000 VND/ha/year for specialized rice cultivation land in planned high-yield, high-quality rice cultivation areas.

Pursuant to Article 19 of Decree 112/2024/ND-CP Download regulating the transitional provisions:
Article 19. Transitional provisions
- Support policies for localities, rice producers as stipulated in Clause 2, Clause 4 Article 7 of Decree No. 35/2015/ND-CP dated April 13, 2015 of the Government of Vietnam on the management and use of rice cultivation land; the policy of using funds as stipulated in Article 8 of Decree No. 35/2015/ND-CP dated April 13, 2015 of the Government of Vietnam on the management and use of rice cultivation land (amended and supplemented in Clause 4 Article 1 of Decree No. 62/2019/ND-CP) shall continue to be implemented until December 31, 2024.

According to the above regulations, from January 1, 2025, the state budget supports local rice production in Vietnam as follows:
[1] Support of 1,500,000 VND/ha/year for specialized rice cultivation land
[2] Support of 750,000 VND/ha/year for other rice cultivation land, excluding spontaneously expanded upland rice land not following the planning, plan for using rice cultivation land
[3] Additional support of 1,500,000 VND/ha/year for specialized rice cultivation land in planned high-yield, high-quality rice cultivation areas.

What type of land does rice cultivation land belong to?
Pursuant to Article 9 of the Land Law 2024 regulating land classification:
Article 9. Land classification
1. Based on the purpose of use, the land is classified into agricultural land, non-agricultural land, and unused land.
2. Agricultural land includes the following types of land:
a) Annual crop land, including rice cultivation land and other annual crop land;
b) Perennial crop land;
c) Forestry land, including special-use forest land, protective forest land, and production forest land;
d) Aquaculture land;
dd) Livestock breeding land;
e) Salt production land;
g) Other agricultural land.
3. Non-agricultural land includes the following types of land:
a) Residential land, including rural residential land and urban residential land;

According to the above regulations, rice cultivation land is annual crop land that belongs to the agricultural land group.
In Clause 1, Article 3 of Decree 112/2024/ND-CP Download, rice cultivation land is defined as land used for growing one or more rice crops or growing rice combined with other legally permitted land uses where rice cultivation is the primary use.
Is repurposing rice cultivation land required permission from competent authorities in Vietnam?
Pursuant to Article 121 of the Land Law 2024 regulating land repurposing in Vietnam:
Article 121. Land repurposing
1. Cases of land repurposing requiring permission of competent regulatory agencies include:
a) Rice cultivation land, dedicated forest land, protective forest land or production forest land is converted into land of another type included in the category of agricultural land;
b) Changing agricultural land to non-agricultural land;
c) Changing other types of land to concentrated livestock breeding land for large-scale livestock breeding projects;
d) Changing non-agricultural land allocated by the State without land levy to another type of non-agricultural land allocated by the State with land levy or leased land;
dd) Changing non-agricultural land other than residential land to residential land;
e) Changing land for constructing public service works, land used for public purposes with business objectives to production and business land other than agricultural land;
g) Changing production and business non-agricultural land other than commercial land to commercial land.

According to the above regulations,it is required permission from competent authorities in Vietnam to repurpose rice cultivation land.
