Which entities are covered by social insurance agencies for health insurance in Vietnam?
Based on Clause 2, Article 12 of the Health Insurance Law 2008 (amended by Clause 10, Article 1 of the amended Health Insurance Law 2024), the beneficiaries insured by the social insurance agency include:
- Individuals receiving pensions or monthly labor loss allowance
- Individuals on leave receiving monthly labor accident and occupational disease benefits
- Individuals on leave receiving sickness benefits for conditions requiring long-term treatment or workers on sick leave for 14 or more working days per month according to social insurance laws
- Individuals on maternity leave for 14 or more working days per month according to social insurance laws
- Commune, ward, or commune-level town officials who have retired and are receiving monthly social insurance benefits
- Individuals receiving unemployment benefits

What is the health insurance contribution rate set by the Social Insurance Agency in Vietnam?
Pursuant to Clause 2, Article 13 of the Health Insurance Law 2008 (amended by Clause 11, Article 1 of the amended Health Insurance Law 2024), the contribution rates and responsibilities for health insurance payments are stipulated as follows:
Article 13. Contribution rates and responsibilities for health insurance payments

- The contribution rates paid by the social insurance agency are set as follows:
a) The monthly contribution rate of the beneficiaries stipulated in point a, Clause 2, Article 12 of this Law is a maximum of 6% of the pension or labor loss allowance;
b) The monthly contribution rate of the beneficiaries stipulated in point b and point c, Clause 2, Article 12 of this Law is a maximum of 6% of the reference level;
c) The monthly contribution rate of the beneficiaries stipulated in point d, Clause 2, Article 12 of this Law is a maximum of 6% of the unemployment allowance.

Thus, the health insurance contribution rates paid by the social insurance agency are as follows:
- A maximum monthly contribution of 6% of the pension or labor loss allowance for those receiving pensions or monthly labor loss allowances
- A maximum monthly contribution of 6% of the reference level for the following beneficiaries:

In which cases can a health insurance card in Vietnam be changed?
According to Article 19 of the Health Insurance Law 2008 (amended by point a, Clause 35, Article 1 of the amended Health Insurance Law 2024), the conditions for changing a health insurance card are as follows:
Article 19. Changing health insurance cards
- A health insurance card can be changed in the following cases:
a) Torn, crumpled, or damaged;
b) Change in the initial registration place for medical examination and treatment;
c) Incorrect information recorded on the card.
- The dossier for changing a health insurance card includes:
a) Application for card change from the health insurance participant;
b) Health insurance card.
- Within 7 working days from the date of receipt of the complete dossier as prescribed in Clause 2 of this Article, the social insurance agency must issue a new card to the health insurance participant. During the waiting period for card change, the cardholder is still entitled to the benefits of a health insurance participant.
- Individuals who change their health insurance card due to the card being torn, crumpled, or damaged must pay a fee. The Minister of Finance prescribes the fee level for changing health insurance cards.
Therefore, a health insurance card can be changed in the following cases:
- Torn, crumpled, or damaged
- Change in the initial registration place for medical examination and treatment
- Incorrect information recorded on the card
