Pursuant to Article 15 of Decree 146/2018/ND-CP (amended by Clause 2 Article 1 of Decree 02/2025/ND-CP) on procedures for medical examination and treatment under health insurance as stipulated in Clause 1, Article 28 of the Health Insurance Law:
Article 15. Procedures for medical examination and treatment under health insurance stipulated in Clause 1, Article 28 of the Health Insurance Law
- Participants in health insurance must present health insurance card information for medical examination and treatment in one of the following cases:
a) Health insurance card or health insurance number; in cases where the health insurance card does not have a photo, one must additionally present one of the following identification documents with a photo: identity card, citizen identification card, identity certificate, passport, Level 2 electronic identification account on the VNeID application, or other personal identification documents issued by a competent authority, or a confirmation document from the commune police or other document with confirmation from the educational institution managing the students;
b) Identity card, citizen identification card, or Level 2 electronic identification account on the VNeID application integrated with health insurance card information.
- For children under 6 years old, only the health insurance card or health insurance number needs to be presented; in cases where the health insurance card has not been issued, the original or copy of the birth certificate, birth extract, original or copy of the birth certificate, or identity card must be presented; for newborns, a parent or relative must sign confirmation on the medical record or the representative of the medical examination and treatment facility must sign confirmation on the medical record in cases where the child has no parent or relative.

The cases requiring the presentation of health insurance card information include:
[1] Health insurance card or health insurance number; in cases where the health insurance card does not have a photo, additional presentation of one of the following photo-bearing identification documents is required:
- Identity card
- Citizen identification card
- Identity certificate
- Passport
- Level 2 electronic identification account on the VNeID application or other personal identification documents issued by a competent authority, or a confirmation document from the commune police or other document with confirmation from the educational institution managing the students
[3] Identity card, citizen identification card, or Level 2 electronic identification account on the VNeID application integrated with health insurance card information.
[4] For children under 6 years old, only present the health insurance card or health insurance number

[5] Health insurance participants awaiting the reissuance or alteration of the health insurance card or the information thereon during medical examination and treatment must present:
A document of receipt and appointment for results concerning the issuance, re-issuance, or alteration of the health insurance card information as issued by the social insurance agency or organizations, individuals authorized by the social insurance agency to receive re-issuance applications, and one form of document proving the individual's identification as per regulations.

Pursuant to Clause 2, Article 12 of the Health Insurance Law 2008 (amended by Clause 10, Article 1 of the Amended Health Insurance Law 2024), the individuals whose health insurance is covered by the social insurance agency include:
- Persons receiving monthly pensions, monthly labor capacity loss allowances
- Persons who have stopped working and receive monthly occupational accident or occupational disease allowances
- Persons who have stopped working and receive sick leaves for laborers with long-term treatment-required diseases or laborers on sick leave for 14 or more working days in a month according to social insurance regulations
- Persons on maternity leave for 14 or more working days in a month according to social insurance regulations
- Former commune, ward, commune-level town officials who have stopped working and receive monthly social insurance allowances
- Persons receiving unemployment benefits
How many health insurance numbers are issued to each person in Vietnam?
Pursuant to Article 16 of the Health Insurance Law 2008 (amended by Clause 14, Article 1 of the Amended Health Insurance Law 2024 and Clause 10, Article 1 of the Amended Health Insurance Law 2014), the health insurance card regulations are as follows:
Article 16. Health insurance card
- The health insurance card, which contains a health insurance number, is issued to individuals participating in health insurance and serves as the basis for enjoying the benefits of health insurance as stipulated by this Law. The health insurance card is issued in both electronic and paper forms and has the same legal validity.
- Each person is issued only one health insurance number.
- The effective date of the health insurance card is stipulated as follows:
a) Individuals stipulated in Clauses 1, 2, and 3 of Article 12 of this Law, participating in health insurance for the first time, the health insurance card is valid from the date of health insurance payment;
b) Participants continuously joining health insurance from the second time onwards, the validity of the health insurance card continues immediately after the expiration of the previous card;
