Based on Article 6 of the Vietnam Social Security's Zalo Account Operation Regulation issued with Decision 1624/QD-BHXH 2024, the following behaviors are prohibited when interacting on Vietnam Social Security's Zalo:
Article 6. Prohibited Behaviors When Interacting on Vietnam Social Security's Zalo
1. Misuse Vietnam Social Security's Zalo for purposes of:
a) Opposing the State, violating national security, social order and safety; distorting history, offending religion, gender discrimination, racial discrimination; inciting riots, disrupting security, causing public disorder. Spreading false information about BHXH, BHYT, BHTN policies to create mistrust and undermine public confidence in the social security policies of the Communist Party and the State.
b) Disclosing State secrets, secrets of the Vietnam Social Security sector, and other secrets prescribed by law.

Thus, the prohibited behaviors when interacting on Vietnam Social Security's Zalo are as follows:

- Spreading false information about BHXH, BHYT, BHTN policies to create mistrust and undermine public confidence in the social security policies of the Communist Party and the State.
- Disclosing State secrets, secrets of the Vietnam Social Security sector, and other secrets prescribed by law.
- Spreading false information, defaming, slandering organizations, individuals; violating economic management regulations, engaging in prostitution, social evils, human trafficking, and inciting others to commit crimes.
- Personal profiteering.

What responsibilities does the Zalo Management Board of Vietnam Social Security have?
Based on Clause 3, Article 7 of the Vietnam Social Security's Zalo Account Operation Regulation issued with Decision 1624/QD-BHXH 2024, the responsibilities of the Zalo Management Board of Vietnam Social Security are as follows:
- Advising and proposing guidelines, plans, and solutions for the development of Vietnam Social Security's Zalo.
- Organizing content production, information aggregation, drafting, and posting information on Vietnam Social Security's Zalo; acting as a focal point for providing consultation, support, and addressing questions from individuals and organizations about contents related to the functions, tasks, and authority of the Vietnam Social Security on Vietnam Social Security's Zalo.
- Guiding units on providing information and data to Vietnam Social Security's Zalo; guiding officials and public employees, employees of the Vietnam Social Security sector, and individuals and organizations on how to use and interact on Vietnam Social Security's Zalo.
- Coordinating with related units to update information and data, raise awareness of organizations and individuals through communication, thereby proactively implementing and participating in the monitoring of the implementation of BHXH, BHYT, BHTN policies and laws.
- Requesting the units under the Vietnam Social Security, BHXH of provinces to resolve and answer questions from organizations and individuals on issues related to the authority of the Vietnam Social Security according to the area of responsibility of the units and local BHXH.
- Monitoring, and recommending to competent authorities to promptly block and handle fake Zalo accounts impersonating Vietnam Social Security's Zalo and information that distorts the content that has been posted on Vietnam Social Security's Zalo affecting the image and prestige of the sector.
- Advising and proposing solutions to handle communication incidents (if any) to guide public opinion on Vietnam Social Security's Zalo.
What Rights Does the Social Insurance Agency in Vietnam Have?
Based on Article 22 of the Law on Social Insurance 2014, the social insurance agency has the following rights:
- Organizing the management of personnel, finances, and assets in accordance with legal regulations.
- Refusing requests for payment of social insurance, unemployment insurance, and health insurance that are not conformable to the law.
- Requesting employers to present labor management books, salary lists, and other related information and documents concerning the payment and enjoyment of social insurance, unemployment insurance, and health insurance.
- Receiving copies of the business registration certificate, operational license, or establishment decision from the business registration authority, the authority granting operational certificates, or the licensing authority to register labor participation in social insurance and health insurance for newly established enterprises and organizations.
- Every six months, receiving information about the employment and changes in labor from the local labor management authority.
- Receiving the tax identification number of employers from the tax authority; annually receiving information on salary expenses for taxation from employers.
- Inspecting the implementation of social insurance policies; specialized inspections on the payment of social insurance, unemployment insurance, and health insurance.
- Recommending competent state agencies to formulate, amend, and supplement policies and laws on social insurance, unemployment insurance, and health insurance, as well as managing social insurance, unemployment insurance, and health insurance funds.
- Handling legal violations or recommending competent state agencies to handle legal violations regarding social insurance, unemployment insurance, and health insurance.
Note: Law on Social Insurance 2014 is effective until June 30, 2025
