- Measures for handling late payment of health insurance include:
a) Requirement to pay the full amount of the late payment; pay an additional 0.03% per day on the delayed health insurance amount and days delayed into the health insurance fund;
b) Administrative penalties as provided by law;

Which subjects are supported by the state budget in terms of health insurance contribution in Vietnam?
Based on Clause 4 Article 12 of the Health Insurance Law 2008 (amended by Clause 10 Article 1 of the Amended Health Insurance Law 2024), the subjects supported by the state budget for health insurance contributions include:
- Members of near-poor households
- Students and pupils
- Participants in forces ensuring local security and order
- Members of households engaged in agriculture, forestry, fishery, and salt production with an average living standard as per the law
- Village health workers, midwives
- Non-professionals working at village, residential groups as per the law
- Ethnic minorities living in communes no longer classified as having difficult socioeconomic conditions, special difficulties shall be supported by the state budget for health insurance contributions as prescribed by the Government of Vietnam
- Individuals awarded the titles "People's Artisan" or "Meritorious Artisan" as per the Cultural Heritage Law
- Victims as defined by the Law on Prevention and Combat of Human Trafficking
In which situations can a health insurance card in Vietnam be replaced?
Based on Article 19 of the Health Insurance Law 2008 (amended by Point a Clause 35 Article 1 of the Amended Health Insurance Law 2024), the replacement of health insurance cards is regulated as follows:
Article 19. Replacement of Health Insurance Cards
- Health insurance cards can be replaced in the following situations:
a) Torn, damaged, or unusable;
b) Change of the initially registered place for medical examination and treatment;
c) Incorrect information recorded on the card.
- The dossier for card replacement includes:
a) Request for replacement from the health insurance participant;
b) The health insurance card.
- Within 7 working days from the date of receipt of the complete dossier as stipulated in Clause 2 of this Article, the social insurance agency must replace the card for the health insurance participant. During the waiting period for card replacement, individuals holding the card continue to enjoy the benefits of health insurance participants.
- Individuals requesting card replacement due to the card being torn, damaged, or unusable must pay a replacement fee. The Minister of Finance prescribes the fee for replacing health insurance cards.
A health insurance card can be replaced in the following situations:
