If I lose my ID card, can I withdraw lump-sum social insurance in Vietnam? How many days does it take to process lump-sum social insurance in Vietnam?
Hello, I have this problem that needs to be answered. I worked at K Company Limited for 3 years and then I resign. It has been 2 years since I resign my job until now. Now I want to withdraw social insurance but I lost my ID card. If I lose my ID card, can I withdraw social insurance?

Pursuant to Point a Clause 1.2.3 Article 6 Decision 166/QD-BHXH 2019 regulations for lump-sum social insurance benefit, the dossier includes:
a1) Social insurance book.
a2) The application form 14-HSB.
а3) If a person moves to reside overseas, the applications must also include the copy of the affirmation of renunciation of Vietnamese nationality or certified or notarized Vietnamese translation of one of the following documents:
- Passport issued by a foreign authority.
- Visa issued by a foreign authority, certifying legal immigration for permanent residence abroad.
- Document certifying the application for foreign citizenship; certification or card of permanent or temporary residence for a period of at least 05 years issued by a foreign authority.
a4) Where a person contracts a life-threatening disease such as cancer, polio, ascites, leprosy, severe tuberculosis or a HIV-positive person who develops AIDS, the application must also include the medical record extract/summary certifying the patient's inability to take care of himself/herself; if a person contracts another disease, the application shall include the report on assessment of work capacity reduction given by the medical assessment council to certify the patient’s work capacity reduced by 81% or more severe and the patient's inability to take care of himself/herself.
a5) In case of payment of medical assessment charges, invoices/receipts and list of medically assessed contents given by health facility must be submitted.
a6) The Statement Form No. 04B-HBKV (promulgated together with the Circular No. 181/2016/TT-BQP) of the person who served in the army before January 01, 2007 in area where region-base benefit is granted.
Thus, according to the law in Vietnam, it is not required to have an ID card when applying for withdrawal of lump-sum social insurance, but you still need to bring documents to prove your identity. When you lose your ID card, take your driver's license or passport with you.

How many days does it take to process lump-sum social insurance in Vietnam?
Clause 4, Article 110 of the 2014 Law on Social Insurance stipulates the settlement of one-time pension and social insurance benefits as follows:
4. Within 20 days after receiving a complete and valid dossier, for to-be- pensioners, or within 10 days after receiving a complete and valid dossier, for persons to enjoy a lump-sum social insurance allowance, the social insurance agency shall settle the enjoyment of pension or lump-sum allowance and make payment to employees; or issue a written reply clearly stating the reason for its refusal to settle such enjoyment.
According to Point b3 Clause 1.1.2 Article 7 Decision 166/QD-BHXH 2019 on resolving new benefits for occupational accidents, occupational diseases, retirement, and death benefits:
b3) An application for lump-sum pension/social insurance benefit of the person who moves to reside abroad while receiving monthly pension/social insurance benefit shall be processed within 05 working days from the receipt of sufficient application as regulated.b4) An application for death benefit shall be processed within 08 working days from the receipt of sufficient application as regulated.
Therefore, the processing time for a lump-sum insurance withdrawal application is 10 days from the date of receipt of complete documents, except in the case of settling abroad, where the processing time is no more than 5 days in Vietnam.
