Methods of formulating techno-economic norms of services using the system of measurement standards in Vietnam

Circulars No. 04/2022/TT-BKHCN on economic and technical norms of public non-business services funded with the state budget for maintenance, preservation and use of the national measurement standard system, issued by the Minister of Science and Technology.

Accordingly, the method for establishing economic and technical norms for public non-business services using the state budget for maintenance, preservation and use of the national system of measurement standards has not been specified by the following methods:

- General statistical method:

+ Based on the annual statistical data or in the statistical data reporting period, the reliability and legality of data in 3 consecutive years before the formulation of economic-technical norms;

+ Based on the practical experiences in maintaining the national measurement standard system.

- Standard methods:

+ On the basis of technical standards, regulations of law on working time, regime of rest to formulate labor norms for each work.

+ On the basis of technical standards and provisions of law, to determine the consumption level for each job and set norms for equipment and supplies.

- Analysis and experiment methods:

Carry out survey, analysis, assessment and experiment of each element of standard norms; establish procedures for verification, calibration and testing of measuring instruments and standards.

In addition, econo-technical norms for public non-business services funded with the state budget for maintenance, preservation and use of the national system of measurement standards must comply with Clause 1, Article 4 of Circular No. 04/2022/TT-BKHCN.
