Accordingly, in order to solve the shortage of production land and domestic water, the state budget will support job change and disperse domestic water, specifically as follows:
1. Support for job change
According to Article 5 of Circular 15/2022/TT-BTC , where the local government cannot arrange production land, then:
- Households with no land or lack of productive land are supported for one time to change jobs.
- The maximum support level is 10 million VND/household to purchase agricultural tools and machinery for agricultural production services and other occupations.
- In case there is no need to purchase agricultural tools and machinery, they will be supported with vocational training to change jobs according to the provisions of Decision 46/2015/QD-TTg dated September 28, 2015 regulating the policy on training support. training at elementary level, training under 3 months.
Support procedures and methods follow the guidance of the Committee for Ethnic Minorities.
2. Support for dispersed domestic water
According to Article 6 of Circular 15/2022/TT-BTC stipulating as follows:
- Based on the list of households receiving distributed domestic water support approved by competent authorities, the households' registration of the implementation method; Agencies assigned tasks and cost estimates synthesize demand and classify according to each implementation method (households receive water jars, tanks, tanks and utensils; build their own water tanks; dig their own wells or dig their own wells). create other water sources) and send it to the district-level ethnic minority agency to assume the prime responsibility for, and coordinate with the financial agency at the same level to summarize and report to the district-level People's Committee to decide on a specific support level for each household, up to a maximum 03 million VND/household (each household is only supported once) .
In case of purchasing in kind to provide to households, the above spending norms already include expenses incurred when selecting contractors.
In addition, the state budget supports the locality to arrange mixed people at the rate of 60 million VND/household to carry out the following contents: adjusting residential land, production land allocated to newly arrived households (reclamation, compensation, etc.) according to regulations on land recovery of organizations and individuals upon land recovery)
