Strengthen the management and protection of forests, handle illegal deforestation in Vietnam

The Prime Minister has just issued Directive 05/CT-TTg 2022 on strengthening public forest management and protection, dealing with illegal deforestation and encroachment on forest land.

Responsibilities of chairpersons of People's Committees of provinces and centrally run cities in strengthening forest management and protection, handling illegal deforestation and encroachment on forest land

According to the provisions of Section 1 of Directive 05/CT-TTg in 2022, strengthening forest management and protection, dealing with illegal deforestation and encroachment on forest land:

- Strictly manage the forest area and forest land in accordance with the planning approved by the competent authority; fully integrate information on forests and forest land in the provincial planning for the period of 2021 - 2030, with a vision to 2050; closely coordinate with the Ministry of Agriculture and Rural Development in the process of formulating and completing the National Forestry Master Plan for the period 2021 - 2030, with a vision to 2050, to manage and protect closely and effectively for areas of special-use forests, protection forests and production forests. Strictly control the change of forest use purposes to other purposes, avoiding the situation of taking advantage of the change of forest use purposes to illegally destroy forests.

- Direct, inspect, correct the situation and strictly handle cases of leveling hills and mountains for subdivision, selling plots, building on forest land in contravention of the law.

- Expeditiously inspect the scene, verify, investigate and clarify illegal deforestation cases that have been inspected and detected by functional agencies of the Ministry of Agriculture and Rural Development and localities for serious handling. according to regulations of the Law.

- Speeding up the investigation and clarifying the violators to strictly handle according to the law the cases of deforestation and encroachment on forest land in the past time for deterrence, education and general prevention.

- Handling responsibilities of forest owners and related organizations and individuals when illegal deforestation or forest exploitation occurs in the area under their management but no measures are taken to prevent or handle them in a timely manner. .

- Directing functional agencies, local authorities and forest owners to strengthen forest management and protection measures; direct the forest rangers to review, inspect and evaluate the entire natural forest area in the area, especially at the special-use and protection forest management boards; promptly detect, prevent and strictly handle acts of encroachment on forests.

- To synchronously and drastically implement solutions to forest management, protection and development according to Directive No. 13-CT/TW dated January 12, 2017 of the Secretariat of the Party Central Committee on strengthening the leadership of the Party. for the management, protection and development of forests; Resolution No. 71/NQ-CP dated August 8, 2017 of the Government on the promulgation of the Government's action plan to implement Directive No. 13-CT/TW dated January 12, 2017 of the Central Secretariat The Party, which focuses on speeding up the investigation and handling of key cases on deforestation and encroachment on forest land, has been reported by press agencies in recent years.

- To step up the work of forest allocation and forest leasing in association with land allocation and land lease, especially the forest area being managed by the commune-level People's Committee, in accordance with current law. Resolutely recover forests for forest owners who do not fulfill their obligations to protect forests, so that forest loss occurs.

- Supplementing resources and improving the capacity of the forest rangers to ensure that they meet the requirements of the tasks, in accordance with the actual conditions of the locality, in which priority is given to allocating sufficient force for the rangers. In commune-level areas, rangers are mobile to protect and prevent and fight forest fires.

Responsibilities of the Ministry of Agriculture and Rural Development in strengthening the management and protection of forests, dealing with illegal deforestation and encroachment on forest land?

In Section 2 of Directive 05/CT-TTg 2022 on strengthening forest management and protection, dealing with illegal deforestation and encroachment on forest land, it is stipulated as follows:

- Continue to advise and submit to competent authorities for promulgation mechanisms and policies to improve the effectiveness of forest management, protection and development; raising the living standards and incomes of forest people; mobilize legal resources to invest in the development of forestry production and consumption of agricultural and forestry products in the provinces in order to reduce pressure on forests.

- Coordinate with central and local authorities to strengthen inspection and handling of large-scale and complex violations of the law on forest management and protection.

- Promote digital transformation; applying modern and high technology in forest management and protection, early detection of forest loss and forest fires to ensure efficiency.
