In Section 2 of the Conclusion 91-KL/TW 2024, the Politburo requires the following tasks:
2. Focus on reviewing, amending, supplementing, and completing mechanisms, policies, and laws on education and training, addressing bottlenecks, including quickly developing a Law on Teachers, a Law on Lifelong Learning, a Strategy for Educational Development and regulations on innovating the management of education and training, and school governance in a scientific, modern, unified, interconnected manner, in line with the international integration process and our country's realities. Enhance the efficiency of state management of education and training; promote decentralization; strengthen the role of state management agencies in deciding staffing, organizational structure, policies for teachers, and the allocation of the state budget for the Education sector. Increase autonomy, enhance accountability, promote democracy in educational and training institutions; complete policies and autonomy mechanisms for higher education institutions in accordance with global trends. Implement the policy of party secretaries concurrently holding the position of public university council chairpersons; clarify the functions, duties, and relationships between the council chairperson and the principal to ensure practicality, considering the particularities of police and military schools. Conduct a comprehensive assessment of the implementation of the policy on reorganizing and merging continuous education centers and vocational education - continuous education centers nationwide to have appropriate solutions, facilitating the management and development of this system in the future. Strengthen and improve the quality of inspection, examination, and supervision work in institutionalizing the Communist Party's policies and implementing policies and laws in the field of education and training.
The Politburo explicitly requires the urgent development of a Law on Teachers, a Law on Lifelong Learning, as well as a Strategy for Educational Development and regulations on innovating the management of education and training, and school governance.

Innovate state management of teachers in a uniform manner, linked with professional management and quality. Strongly reform mechanisms and policies for identifying, recruiting, utilizing, training, rewarding, and valuing talents working in education; implement the policy that teachers' salaries are prioritized at the highest level within the civil service's salary hierarchy and add allowances depending on the nature of the job and region. Promote democracy, respect creative freedom, academic expertise, and uphold the ethics and responsibilities of teachers.

Vietnam Communist Party Committees, Vietnam Communist Party Organizations, Governments, local leaders, and units need to continue to raise awareness, enhance leadership responsibility, direct and fully, profoundly implement the perspective that education and training is the "top national policy," the cause of the Communist Party, the State, and the entire people;
At the same time, ensure the leading role of the State and attract active participation from society in developing the education and training cause; investment in education and training is investment for development and is prioritized in socio-economic development programs and plans.
Additionally, the leadership of the Vietnam Communist Party in fundamental, comprehensive education and training innovation needs to be strengthened.
Focus on building the Vietnam Communist Party in the field of education and training; promote the role of grassroots Party Committees in educational institutions in leading and directing the implementation of educational and training development goals.
