What is the current statutory pay rate used to calculate salaries and allowances for teachers in Vietnam?

Based on Article 3 of Decree 73/2024/ND-CP, the statutory pay rate used to calculate salaries for teachers in Vietnam is as follows:

Statutory Pay Rate

1. The statutory pay rate serves as a basis to:

a) Calculate salaries in salary tables, allowances, and implement other policies as prescribed by law for the subjects stipulated in Article 2 of this Decree;

b) Calculate operating expenses and living expenses as prescribed by law;

c) Calculate deductions and policies to be enjoyed according to the statutory pay rate.

2. From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.

3. For central agencies and units currently applying specific financial and income mechanisms: Continue to retain the difference between the salaries and additional incomes of officials and public employees in June 2024 and the salaries from July 1, 2024, after revising or abolishing the special financial and income mechanisms. While these mechanisms are not revised or abolished, the monthly salary and additional income calculated by the statutory pay rate of 2,340,000 VND/month under the special mechanism from July 1, 2024, must not exceed the salary and additional income received in June 2024 (excluding the adjusted salary grade coefficient when promoting or advancing ranks). If, based on this principle, the salary and additional income from July 1, 2024, under the special mechanism is lower than the salary according to the general regulation, implement the salary policies according to the general regulation.

4. The Government of Vietnam shall adjust the statutory pay rate after reporting to the National Assembly for consideration and decision in accordance with the state budget capability, consumer price index, and economic growth rate of the country.

The statutory pay rate used to calculate the salary for teachers is currently 2,340,000 VND. This statutory pay rate serves as a basis to:

- Calculate salaries in salary tables, allowances, and implement other policies as prescribed by law for the subjects stipulated in Article 2 of Decree 73/2024/ND-CP;

- Calculate operating expenses and living expenses as prescribed by law;

- Calculate deductions and policies to be enjoyed according to the statutory pay rate.

Based on the regulations on allowance coefficients as stated in Circular 33/2005/TT-BGDDT and the statutory pay rate in Article 3 of Decree 73/2024/ND-CP, the allowance for teachers serving as deputy heads of specialized teams is as follows:

How is the teaching load reduction for teachers serving as deputy heads of specialized teams in Vietnam ?

Based on Article 8 of the Regulation on working policies for general education teachers, issued with Circular 28/2009/TT-BGDDT and supplemented by Clause 8 of Article 1 in Circular 15/2017/TT-BGDDT, the policy is as follows:

Teaching load reduction regime for teachers concurrently handling specialized tasks

1. Primary school homeroom teachers are reduced by 3 lessons/week*, lower secondary and upper secondary school homeroom teachers are reduced by 4 lessons/week.*

2. Homeroom teachers in semi-boarding and specialized schools are reduced by 4 lessons/week. Homeroom teachers in disability-specialized schools or classes are reduced by 3 lessons/week.

2a. Homeroom teachers in pre-university schools are reduced by 3 lessons/week.

3. Teachers concurrently in charge of subject-specific classrooms are reduced by 3 lessons/subject/week.

4. Teachers concurrently in charge of school-wide arts, sports, garden maintenance, workshop supervision, equipment rooms, or libraries (if these tasks do not have specialized staff) are reduced by 2 - 3 lessons/week, depending on workload, as decided by the principal.

5. Subject leaders are reduced by 3 lessons/week.

5a. deputy heads of Specialized teams are reduced by 1 lesson/week.

5b. Teachers concurrently holding the position of head of functional departments in pre-university schools are reduced by 3 lessons/week;

Teachers concurrently holding the position of deputy heads of functional departments in pre-university schools are reduced by 1 lesson/week.

Thus, teachers concurrently serving as deputy heads of Specialized teams will have their teaching load reduced by 1 lesson/week.
