When are students in Vietnam eligible for direct admission to 10th grade?

Under Clause 1, Article 7 of the Regulations on enrollment at the lower and upper secondary levels issued together with Circular 11/2014/TT-BGDDT amended by Clause 3, Article 1 Circular 05/2018/TT-BGDDT, students in Vietnam are eligible for direct admission to 10th grade the following circumstances:

- Students from boarding ethnic secondary schools;

- Students from very small ethnic groups;

- Students with disabilities;

- Students who have won national or international prizes in culture, arts, sports; national science and technology competitions for lower and upper secondary school students.

When are students entitled to priority points for admission to 10th grade in Vietnam?

Under Clause 2, Article 7 of the Regulations on enrollment at the lower and upper secondary levels issued together with Circular 11/2014/TT-BGDDT amended by Clause 4, Article 1 Circular 05/2018/TT-BGDDT and Article 2 Circular 05/2018/TT-BGDDT, students are entitled to priority points for admission to 10th grade in Vietnam in the following circumstances:

(1) Group of entities 1:

- Children of martyrs;

- Children of wounded invalids with a labor capacity reduction of 81% or more;

- Children of sick soldiers with a labor capacity reduction of 81% or more;

- Children of individuals granted the "Certificate of entitlement to benefits as wounded invalids, with labor capacity reduction of 81% or more."

- Children of those who fought in war and were exposed to chemical defoliants;

- Children of revolutionary activists before January 01, 1945;

- Children of revolutionary activists from January 01, 1945, to the August Revolution of 1945.

(2) Group of entities 2:

- Children of Heroes of the Armed Forces, children of Labor Heroes, children of Vietnamese Heroic Mothers;

- Children of wounded invalids with a labor capacity reduction of less than 81%;

- Children of sick soldiers with a labor capacity reduction of less than 81%;

- Children of individuals granted the "Certificate of entitlement to benefits as wounded invalids, with labor capacity reduction of less than 81%."

(3) Group of entities 3:

- Individuals whose father or mother is an ethnic minority;

- Ethnic minorities;

- Individuals who are living and studying in areas with especially difficult socio-economic conditions.

What are the rights of 10th-grade students in Vietnam?

Under Article 35 of the lower secondary school, upper secondary school and multi-level school charter issued together with Circular 32/2020/TT-BGDDT, the rights of 10th-grade students in Vietnam include:

1. Receive comprehensive education with fairness, be provided with time, facilities, hygiene and safety to learn in class and self-learn at home, be informed of their education and training, and be able to use learning, cultural and sport equipment of their schools as per the law.

2. Receive respect, protection and fair and democratic treatment, complain to their schools and education authorities about decisions concerning themselves; transfer school with legitimate reason as per existing regulations; enter school before the compulsory starting age, skip a grade and study at an age higher than the compulsory attendance age according to regulations in Article 33 of Circular 32/2020/TT-BGDDT.

3. Participate in activities for development of their gifts in academic subjects, sports and art organized by their schools if able to.

4. Students eligible for social benefits, disadvantaged students and gifted students may receive sponsorship or other benefits as per the law.

5. Transfer school if eligible according to regulations following school transfer procedures stipulated by the Minister of Education and Training.

6. Enjoy other rights as per the law.
