Is preschool education the first level of education in Vietnam?

Based on Article 23 of the Education Law 2019 on the position, role, and objectives of preschool education:

1. Preschool education is the first level in the national education system, laying the foundation for the comprehensive development of the Vietnamese people, taking care of, nurturing, and educating children from 03 months to 06 years old.

2. Preschool education aims to comprehensively develop children in terms of physical, emotional, intellectual, aesthetics, forming the first elements of personality, preparing children for first grade.

Thus, based on the regulation mentioned above, preschool education is the first level in the national education system, laying the foundation for the comprehensive development of the Vietnamese people, taking care, nurturing, and educating children from 03 months to 06 years old.

What are requirements for a preschool education program in Vietnam?

Based on Article 25 of the Education Law 2019 on the requirements for a preschool education program in Vietnam:

Preschool Education Program

1. The preschool education program must ensure the following requirements:

a) Reflect the objectives of preschool education;

b) Specify the requirements for each age group, educational activities, methods, forms of organizing educational activities, educational environment, and evaluation of children’s development;

c) Be unified nationwide and organized flexibly in accordance with the specific conditions of localities and preschool educational institutions.

2. The national council for appraising the preschool education program, established by the Minister of Education and Training, includes educators, educational management officers, experienced scientists, reputable in education, and representatives of relevant agencies and organizations. At least one-third of the council’s members must be teachers currently teaching preschool education. The council and its members are responsible for the content and quality of appraisal.

3. The Minister of Education and Training issues the preschool education program after appraisal by the national council for appraising the preschool education program; prescribes standards, compilation processes, and editing of the preschool education program; prescribes standards and selection of toys and learning materials used in pre-school educational institutions; prescribes tasks, powers, methods of operation, standards, number, and structure of members of the national council for appraising the preschool education program.

Thus, based on the regulation mentioned above, the preschool education program must satisfy the following requirements:

- Reflect the objectives of preschool education;

- Specify the requirements for each age, educational activities, methods, forms of organizing educational activities, educational environment, and evaluation of children’s development;

- Be unified nationwide and organized flexibly in accordance with the specific conditions of localities and preschool educational institutions.
