This Decree applies to schools in the national education system, including: kindergartens, preschools, primary schools, lower secondary schools, upper secondary schools, multi-level schools, intermediate schools, colleges, universities, academies, regional universities, and national universities (hereinafter referred to as schools) and related organizations and individuals.

Sports activities in schools aim to perfect motor skills, support the achievement of physical education goals through training and competition, create conditions for students to exercise their right to play, entertain, develop sports talents; identify and nurture sports talents and abilities.

Based on Clause 1, Article 6 of Decree 11/2015/ND-CP:

Finance and facilities for physical education and sports activities in schools

1. Finance for physical education and sports activities in schools is ensured by the state budget according to the current budget decentralization; from the career revenue of the schools; sponsorship from organizations, individuals, and other legal revenues.

2. Facilities serving physical education and sports activities in schools include: Fields, practice grounds, multifunctional training rooms, gyms, swimming pools, equipment, and safety conditions to effectively implement the physical education curriculum and sports activities suitable to each educational level or degree of education.

3. Ministries, sectors, and the People's Committees at all levels ensure budget balance for investment, construction of facilities, meeting the equipment requirements for physical education and sports activities for public schools under their management; facilitating schools to use sport facilities in the area to serve physical education and sports activities in schools.

4. People's Committees at all levels plan land funds for physical education and sports activities in schools according to national standards; implement preferential policies on land, taxation, and credit for private schools to enable these schools to build facilities serving physical education and sports activities in schools.

5. Schools ensure proper investment and use of facilities dedicated to physical education and sports activities according to the provisions of the Education Law, Higher Education Law, Physical Education and Sports Law, Vocational Education Law, and current legal documents.
