2. Preschool Teacher Grade II - Code V.07.02.25;

3. Preschool Teacher Grade I - Code V.07.02.24.

What are the requirements for appointment to the Preschool Teacher Grade 3 professional title?

Based on Article 7 of Circular 01/2021/TT-BGDDT (amended by Clause 9, Article 1 of Circular 08/2023/TT-BGDDT), the cases of appointment to the professional title of a preschool teacher are as follows:

- Public employees who have been appointed to various grades of preschool teacher professional titles according to the regulations in Joint Circular 20/2015/TTLT-BGDDT-BNV (this circular has expired and has been replaced by Circular 01/2021/TT-BGDDT) are now appointed to the professional title of preschool teacher prescribed in this circular as follows:

+ Appointments to the professional title of Preschool Teacher Grade 3 (code V.07.02.26) for Preschool Teachers Grade 4 (code V.07.02.06) who meet the educational qualifications of Preschool Teacher Grade 3 (code V.07.02.26);

+ Appointments to the professional title of Preschool Teacher Grade 3 (code V.07.02.26) for Preschool Teachers Grade 3 (code V.07.02.05);

+ Appointments to the professional title of Preschool Teacher Grade 2 (code V.07.02.25) for Preschool Teachers Grade 2 (code V.07.02.04).

- Preschool Teachers Grade 2 (code V.07.02.25) are appointed to the professional title of Preschool Teacher Grade 1 (code V.07.02.24) when identified as successful candidates in the examination or consideration for promotion from Grade 2 to Grade 1.

Thus, according to the above provisions, Preschool Teachers Grade 3 (code V.07.02.05) are appointed to the professional title Preschool Teacher Grade 3 (code V.07.02.26), when identified as successful candidates in the examination or consideration for the grade promotion.

What are the standards for the Preschool Teacher Grade 3 professional title?

Based on Article 3 of Circular 01/2021/TT-BGDDT (with Point b, Clause 1, and Clause 2 being repealed by Clause 14, Article 1 of Circular 08/2023/TT-BGDDT) and (amended by Clauses 2, 3, and 4 of Article 1 Circular 08/2023/TT-BGDDT):

* Duties

- Nurture, care for, and educate children according to the school's and professional group’s educational plan; be responsible for the quality and effectiveness of nurturing, caring for, and educating children in the assigned group/class according to the Preschool Education Program; carry out inclusive education and children's rights tasks;

- Maintain health; complete courses and professional development programs; self-study, self-improve to enhance political, professional, and occupational skills; participate in professional activities; maintain and use designated educational equipment;

- Cooperate with parents or children’s guardians and the community in nurturing, caring for, and educating children;

- Fulfill citizen duties, legal provisions, education sector regulations, school, and local rules;

- Carry out other duties assigned by the principal.

* Standards of Education and Training

- Possess a college degree in preschool education or higher;

- Possess a certificate of professional development according to the standards of the preschool teacher professional title.

* Standards of Professional Competence

- Understand the guidelines, policies, and legislation of the Communist Party, State, sectoral, and local requirements for preschool education and implement assigned tasks accordingly;

- Have knowledge and skills in organizing nurturing, caring for, and educating children; possess teaching skills suitable for performing tasks in the Preschool Education Program;

- Be capable of cooperating with colleagues, parents, and the community in nurturing, caring for, and educating children;

- Be proficient in managing, using, preserving, and maintaining group/class materials, equipment, and school assets effectively;

- Have the ability to apply information technology in professional activities; be capable of using a foreign language or a minority language as required by the job position.

Thus, the standards for the Preschool Teacher Grade 3 professional title must ensure both educational training standards and professional competency standards.

What salary coefficient is applied to Preschool Teacher Grade 3 public employees?

Based on Article 8 of Circular 01/2021/TT-BGDDT regulating the current salary arrangement for public preschool teachers as follows:

Salary arrangement

1. Public employees appointed to professional titles of preschool teachers prescribed in this circular are applied the corresponding salary table issued with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:

a) Preschool Teacher Grade III, code V.07.02.26, is applied the salary coefficient of public employee type A0, from a salary coefficient of 2.10 to a salary coefficient of 4.89;

b) Preschool Teacher Grade II, code V.07.02.25, is applied the salary coefficient of public employee type A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;

c) Preschool Teacher Grade I, code V.07.02.24, is applied the salary coefficient of public employee type A2, group A2.2, from a salary coefficient of 4.0 to a salary coefficient of 6.38.

2. The salary arrangement when appointed to a professional title is guided by Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs guiding salary arrangement when upgrading, changing grade, and changing type of officials and public employees and according to current legal regulations. When new salary policies are implemented, the transition to new salaries will follow the regulations of the Government of Vietnam.
