Based on Article 2 of Decree 186/2013/ND-CP, the position and function of a Vietnam National University are as follows:
- A Vietnam National University is a public higher education institution that includes a combination of member universities and scientific research institutes across various specialized fields, organized in two tiers to offer different levels of higher education; it is a center for high-quality, multi-disciplinary, multi-field training, and scientific and technological research, receiving priority investment for development from the State.
- A Vietnam National University has its own legal status, a seal with the National Emblem, and a separate account; it is a focal point allocated with budgetary and planning indicators.
- A Vietnam National University is subject to state management by the Ministry of Education and Training regarding education and training, by the Ministry of Science and Technology regarding science and technology, by other ministries and central authorities, and the provincial-level People's Committee where the Vietnam National University is headquartered in the respective areas assigned by the Government of Vietnam, and in accordance with the law.

What are the tasks and powers of a Vietnam National University?
According to Article 3 of Decree 186/2013/ND-CP, the tasks and powers of a Vietnam National University are as follows:
- Develop strategies, planning, and development plans for the Vietnam National University.
- Organize training, scientific research, and international cooperation activities in accordance with the law; educate and nurture scientific talents; transfer knowledge and provide high-quality human resources to serve socio-economic development and international integration.
- Manage, operate, use, and share resources and physical infrastructure common to the Vietnam National University, ensuring organic, synchronized, and effective use; mobilize social resources to build the Vietnam National University into a higher education institution gradually meeting regional and international standards.
- Conduct research, provide scientific evidence to contribute to the formulation of the country’s socio-economic development orientations, policies, strategies, and plans; propose and implement national key scientific research programs as regulated.
- Implement information policies, report to the Prime Minister of the Government of Vietnam, the Ministry of Education and Training, the Ministry of Science and Technology, related ministries and central authorities as regulated; subjected to inspection by the Ministry of Education and Training, Ministry of Science and Technology, Government Inspectorate, related ministries and central authorities, and the provincial-level People's Committee where the Vietnam National University is headquartered as regulated.
- Have a high level of autonomy in activities related to training, scientific research, finance, international relations, and organizational structure according to the Organizational and Operational Regulations of the Vietnam National University and its member higher education institutions, and have specific financial mechanisms as regulated by the Prime Minister of the Government of Vietnam.
- Pioneer opening new fields and specializations outside the list of specified training disciplines to meet social needs, provided the necessary conditions are met as regulated; report to the Ministry of Education and Training for monitoring and inspection.
- Approve joint training programs with foreign entities for undergraduate, master's, and doctoral levels organized at the Vietnam National University in accordance with the law.
- Have the right to work directly with ministries, ministry-level agencies, agencies under the Government of Vietnam, provincial-level People's Committees, and centrally-affiliated cities. When necessary, the Director of the Vietnam National University reports to the Prime Minister of the Government of Vietnam on issues related to the operation and development of the Vietnam National University.
- Perform other duties and powers as prescribed by law.

Based on Article 4 of Decree 186/2013/ND-CP, the regulations regarding the organizational structure of a Vietnam National University are as follows:
- The organizational structure of a Vietnam National University is implemented according to the provisions of the 2012 Law on Higher Education, amended and supplemented by the 2018 Amended Law on Higher Education, and specified in the Organizational and Operational Regulations of the Vietnam National University and its member higher education institutions, issued by the Prime Minister of the Government of Vietnam.
- The Prime Minister of the Government of Vietnam decides the establishment of member universities, and scientific research institutes of the Vietnam National University; the Minister of Education and Training decides the establishment of branch campuses (if any) of the Vietnam National University.
