3. Regarding specific documents and schemes:
a) Regarding the proposal to develop a Resolution of the National Assembly to allow the recruitment of teachers with college degrees: The Ministry of Education and Training should proactively cooperate with the Office of the Government of Vietnam to clarify unresolved issues in order to propose solutions, complete the documentation, and submit to the Government of Vietnam.
b) Regarding the draft Decree stipulating policies for students and trainees in ethnic minority and mountainous areas, coastal regions, islands, and educational institutions with students benefiting from policies: The Ministry of Education and Training should, based on political and legal grounds, proactively review support levels for the subjects of the draft Decree to ensure appropriateness and complete the documentation early for submission to the Government of Vietnam.
c) Regarding the draft Decree on conditions for investment and operations in the education sector (replacing Decree 46/2017/ND-CP and Decree 135/2018/ND-CP): The Office of the Government of Vietnam should discuss with the Ministry of Education and Training regarding the content and documentation of the draft Decree, and report to the Deputy Prime Minister of the Government of Vietnam.
d) Regarding the draft Scheme for international integration in education and training: The Ministry of Education and Training should continue to proactively complete the Scheme after the conclusion of the Politburo on the continued implementation of Resolution 29-NQ/TW dated November 4, 2013, of the Central Committee; including discussions and agreements with the Ministry of Labor - Invalids and Social Affairs on the possibility of limiting the scope of the Scheme according to the state management field of the Ministry of Education and Training, ensuring feasibility.
Ministry of Education and Training should proactively cooperate with the Office of the Government of Vietnam to clarify unresolved issues regarding the proposal to develop a Resolution of the National Assembly to allow the recruitment of teachers with college degrees to propose solutions, complete the documentation, and submit to the Government of Vietnam.

What are current standards for the training levels of teachers in Vietnam?
