Based on Article 15 of Circular 22/2021/TT-BGDDT, the commendation for excellent upper secondary school student is prescribed as follows:
Commendation
- The principal awards certificates of merit to students
a) Year-end commendation
- Commend the title "Outstanding Student" to students who achieve an assessment of Good in conduct for the whole school year, Good in academic performance for the whole school year, and have at least 06 subjects assessed through comments combined with point-based assessment with an average score (DTBmcn) of 9.0 points or higher.
- Commend the title "Excellent Student" to students who achieve an assessment of Good in conduct for the whole school year and Good in academic performance for the whole school year.
b) Commend students with sudden achievements in conduct and academic performance during the school year.
- Students with special achievements are considered by the school for commendation from higher authorities.

- Good: The second semester is assessed as Good, and the first semester is assessed from Fair or higher.
- Fair: The second semester is assessed as Fair, and the first semester is assessed from Satisfactory or higher; the second semester is assessed as Satisfactory, and the first semester is assessed as Good; the second semester is assessed as Good, and the first semester is assessed as Satisfactory or Not Yet Satisfactory.
- Satisfactory: The second semester is assessed as Satisfactory, and the first semester is assessed as Fair, Satisfactory, or Not Yet Satisfactory; the second semester is assessed as Fair, and the first semester is assessed as Not Yet Satisfactory.
- Not Yet Satisfactory: Other cases.

- All subjects assessed through comments combined with point-based assessment have DTBmhk and DTBmcn of 6.5 points or higher, with at least 06 subjects having DTBmhk and DTBmcn of 8.0 points or higher.

- All subjects assessed through comments are assessd as Satisfactory.
- All subjects assessed through comments combined with point-based assessment have DTBmhk and DTBmcn of 5.0 points or higher, with at least 06 subjects having DTBmhk and DTBmcn of 6.5 points or higher.

- The conduct results for the entire school year are assessed as Good specifically: The conduct result for the second semester is assessed as Good, and the first semester is assessed from Fair or higher.
- The academic performance results for the entire school year are assessed as Good, specifically:
+ All subjects assessed through comments are assessd as Satisfactory.
+ All subjects assessed through comments combined with point-based assessment have DTBmhk and DTBmcn of 6.5 points or higher, with at least 06 subjects having DTBmhk and DTBmcn of 8.0 points or higher.
- Having at least 06 subjects assessed through comments combined with point-based assessment with DTBmcn of 9.0 points or higher.

Do excellent upper secondary school students have to engage in training during summer break in Vietnam?
Based on Article 13 of Circular 22/2021/TT-BGDDT, the following regulations apply:
training during summer break
- Students whose conduct results for the entire school year are assessed as Not Yet Satisfactory must engage in training during summer break.
- The form of training during summer break is determined by the principal.
- Based on the form of training during summer break, the homeroom teacher assigns training during summer break tasks to students and informs the students' parents. At the end of the summer break, if the training during summer break tasks are assessed by the homeroom teacher as completed (with a report on the process and results of the practice tasks signed by the parents), the homeroom teacher proposes to the principal to reassess the conduct results for the entire school year. The reassessment results are used to replace the annual conduct results for promotion consideration according to Article 12 of this Circular.
Thus, only students whose conduct results for the entire school year are assessed as Not Yet Satisfactory must engage in training during summer break.
For Excellent upper secondary school student, their conduct results for the entire school year have already been assessed as Good. Therefore, they do not have to engage in training during summer break.

- Assessment uses multiple methods, forms, techniques, and tools; combines regular assessment with periodic assessment.
- Assessment for the progress of students; values encouragement and motivation for the efforts in conduct and study of students; does not compare students with each other.
